CTO Rotator Program
The Internet2 CTO Rotator program offers qualified persons the opportunity to work full time on a collaborative project with a staff member of the Office of the CTO, Internet2, with whom the project's contents are jointly described and proposed. The project start date and duration, which can range from three months to one year, are selected in advance. Part-time arrangements may be made under exceptional and compelling circumstances.

Eligibility
- Full-time faculty and staff of member universities
- Full-time employees of R&E network members, industrial members and SEGP institutions
- Full-time employees of state governments or of the US Federal government
Employers are required to commit to re-employment at the conclusion of a Rotator's tenure at Internet2.
Funding
The Internet2 Rotator program is intended to be compensation-neutral for participants. Financial support is available from Internet2; however, funds for this purpose are limited and prospective Rotators are encouraged to explore other sources of support, such as the NSF Grant Opportunities for Academic Liaison with Industry (GOALI) program. (In the GOALI context, Internet2 has the role of "industry.")
Federal employees may become Internet2 Rotators through the provisions of the Intergovernmental Personnel Act (IPA). (Although Internet2 qualifies for participation under the general rules of the IPA, Federal agencies differ in their interpretation of the Act, so prospective Rotators should check with their agency's legal counsel.)
Rotators are not required to relocate, and Internet2 will not pay for relocation. Travel and other reimbursable expenses incurred during a Rotator's tenure will be paid by Internet2.
Process
Anyone interested in a Rotator position should initially contact the intended collaborator in the Office of the CTO to discuss the collaboration, including the anticipated outcomes and community benefits, and funding considerations. If and when the applicant and the collaborator in the Office of the CTO agree in general on the description of a project of mutual interest, the applicant must submit a detailed proposal, which must include:
- A description of the work to be carried out, including deliverables (for example, beta software, journal article or conference paper, webinar series)
- The anticipated benefits to Internet2, to the Rotator's home institution, and to the R&E community
- The proposed duration of the relationship
- Funding details, including sources of external support (if applicable)
- An official letter from the applicant's employer giving permission for the applicant to participate in the Internet2 CTO Rotator Program and a commitment to re-employment.
The applicant's proposal, together with a supporting document from the collaborator in the Office of the CTO, will be reviewed internally by Internet2 staff, and by a subcommittee of the Internet2 Research Advisory Council; the proposal will otherwise be held in confidence.
During the program's startup period, proposals may be submitted at any time. After the first round, proposals in hand on September 30 of each year will be competitively reviewed.
