IPS Establishes Public Service Legacy Society

Early in 2010, the Institute for Public Service established the Public Service Legacy Society to recognize individuals who have dedicated much of their life to public service and want to ensure that when they are gone their resources will continue to benefit others in a way that reflects their life’s work.  Members make a provision in their estate plans for the Institute for Public Service or one of its agencies in a variety of ways that works with them and their personal situation. IPS Gift Fund
The IPS gift fund supports special IPS events promoting professional development of staff and is used for things such as securing speakers for the IPS Annual Conference, supplementing annual staff awards and subsidizing other professional enhancement activities.

Jim and Marie Murphy Endowed Scholarship
The Jim and Marie Murphy Endowed Scholarship will provide scholarships for children and grandchildren of County Officials Association of Tennessee (COAT) members and County Technical Assistance Service (CTAS) employees. Eligible participants may attend any UT campus including Chattanooga, Knoxville, Martin, Memphis and Tullahoma. Click here to download an application.

Joseph E. Johnson Leaders in Government Endowment
Earnings from this endowment support leadership programs in the institute for emerging local and state officials and other government leaders. Scholarships may be awarded to men and women dedicated to improving themselves, their governments and their service to citizens. Preference is given to representatives of rural or low-income jurisdictions that could not otherwise fund leadership development opportunities.

Kessel Special Project Endowment (CTAS)
Named for former Knox County Executive Dwight Kessel, endowment earnings are used to hire special project consultants. The consultants provide specialized, in-depth assistance in particular areas of need. Customer needs are so varied that consultants may range from nationally recognized experts to individuals with extensive knowledge and experience of one facet of county government.

Mary and Jack Jinks Institute for Public Service Scholarship
Named for Vice President of Public Service Mary Jinks and her husband, Jack, endowment earnings fund an academic scholarship for a child or grandchild of an IPS employee or retiree. Eligible participants may attend any UT campus including Chattanooga, Knoxville, Martin, Memphis and Tullahoma.

Municipal Managers Internship Endowment (MTAS)
The Municipal Managers Internship Endowment supports the Municipal Management Internship Program at the University of Tennessee, which places graduate public administration students in city governments for a summer to learn all the aspects of local government. The Municipal Technical Advisory Service (MTAS) administers the program and each year identifies cities for internships.

Patricia Cornwell NFA Enrichment Fund (LEIC)
The Patricia Cornwell NFA Enrichment Fund is used to enhance programming for the National Forensic AcademyTM to improve the quality of instruction and maintain a reasonable tuition so that law enforcement officers from small and rural areas have access.

Paula Muscatello, Bill Rodgers Local Government Internship Endowment
Named for the late Paula Muscatello (wife of Joe Muscatello with the Tennessee Municipal Bond Fund) and the late Bill Rodgers, a consultant with the County Technical Assistance Service (CTAS), endowment earnings will fund an internship program with the Municipal Technical Advisory Service (MTAS) and CTAS for a UT student studying public administration, finance, communications, engineering or other related fields and interested in a career in local government.

Industrial Fellowship Endowment (CIS)
The Industrial Fellowship Endowment promotes opportunities for Tennessee businesses and industries by helping small businesses to be more competitive, create jobs and contribute to the strength of their communities; providing time and opportunity to work on real-world problems encountered by small- and medium-sized industrial firms; and providing scholarship funding for graduate students interested in manufacturing studies.
