European Council
Special meeting of the European Council
22 - 23 November
Brussels
The European Council meets at least twice every six months in the Justus Lipsius building in Brussels. It comprises the heads of state or government of the EU Member States and the President of the European Commission. It is chaired by its President, Herman Van Rompuy. The High Representative for Foreign Affairs also takes part in its meetings.

23/11/2012 The President gave a brief overview of the outcome of the meeting and summarized his latest proposal for the EU's Multiannual Financial Framework for 2014-2020.
The discussion on the MFF will continue and an agreement could be expected at beginning of next year.
Statement by the Members of the European Council
23/11/2012 In their statement the EU heads of state or government mandate the President of the European Council together with the President of the European Commission to continue the consultations to find a consensus among the 27 member states on the EU's MFF for 2014-2020.
The leaders said there is "sufficient degree of potential convergence to make an agreement possible in the beginning of next year."
