spacer Mr. Charlton graduated from the United States Air Force Academy in 1975, with a Bachelor of Science degree in economics. He earned a master’s degree in International Affairs through Salve Regina College in Newport, Rhode Island, and a second master’s degree in National Security Strategic Studies from the Naval War College. Mr. Charlton graduated from Squadron Officers’ School in 1981, the College of Naval Command and Staff in 1988, where he was a distinguished graduate, and the Air War College in 1994, where he was recognized for special achievement by the National Security Industrial Association.

After being commissioned, Mr. Charlton earned his pilot wings at Laughlin Air Force Base, Texas, in December 1976. He then reported to RAF Bentwaters in the United Kingdom and served as an F-4D pilot and an A-10 instructor pilot with the 81st Tactical Flying Wing until September 1980. Mr. Charlton was transferred to the 23rd Tactical Flying Wing at Alexandria, Louisiana as part of the initial cadre for the wing conversion from the A-7D to the A-10, from December 1980 to June 1983. During this tour, he also attended and graduated from the USAF Fighter Weapons School in 1981.

From 1983 to 1986, Mr. Charlton was the A-10 flight commander in the 422 Test and Evaluation Squadron at Nellis Air Force Base. He served as an operations inspector with the Headquarters Tactical Air Command Inspector General from June 1986 to July 1988. Next, Mr. Charlton served as the Chief Air Component Command Tactical Studies Division at Osan Air Base, Republic of Korea from July 1989 to July 1990. He then served at HQs NORAD, where he was initially assigned to the contingency operations staff in the deputy directorate for air defense operations.

From April 1991 to December 1992, he served as the Executive Officer to the Director of NORAD Combat Operations, North American Aerospace Defense Command. From January 1993 through June 1993, he served as the Director, CINC Support Group, for CINC NORAD/USSPACECOM/AFSPACECOM. He was the Air Force Advisor to the 110th Fighter Wing at Battle Creek Air National Guard Base, Michigan from November 94 to August 1996. He last served as the Deputy Director of CAPSTONE. He assumed his present position on 15 Jun 97.

Mr. Charlton was a command pilot with over 2,900 flying hours.
