Naw, there's no reason to think Amusement Vision really expected to get over on anybody (or reason why they'd want to do that to a publishing partner) by slipping in code that could only be unlocked with an unlicensed cheat device.

More likely, the AX code was included as part of the arcade distribution (did the original arcade cabinet for some reason run from a disc?,) or was too tied to the executable to risk removal (like the Hot Coffee code,) or was considered for inclusion but was never completed to satisfaction (not sure what that could be since it's feature-complete but maybe something about the unlock or access method didn't work out by ship date,) or there was some rights issue or royalties issue or something like that.

Whatever the story,
