European Social Fund

The European Social Fund (ESF) is one of the Structural Funds and is designed to improve employment rates and opportunities in the European Union. Funding for the territory of the Marche Region, according to the ESF Employment Operational Programme 2007-2013, amounted to €281 million and includes five areas of action.


1. Adaptability.
The aim is to increase the adaptability of workers, enterprises and entrepreneurs and to promote organisational innovation in the workplace. The expected result is to increase stability and job security, a better qualification of the workforce, a strengthening of intervention based on lifelong learning, an increase of innovations in production processes and organisational models of business. The implemented interventions will be aimed at supporting the qualification of the employed, the stabilisation of contracted workers, longer working lives, the adoption of measures to promote workplace safety, and the adaptation of the innovative production systems required by global competition. This route accounts for 30% of resources, or approximately €84 million.


2. Employability.
The aim is to widen participation and access to the labour market, and improve the sustainable growth of employment. The expected result is to increase employment levels in the direction of full employment, gender balance and contrast levels of market flexibility in jobs that are not socially sustainable. Interventions will be implemented to support raising the employment rates of women and those over 45, qualifying the demand for labour expressed by the local production system to encourage the recruitment of a more educated labour force, and the classification of intersecting systems of government and job supply/demand. For this axis 35.5% of resources are allocated, or approximately €100 million.


3. Social inclusion.
The aim is to promote the integration or reintegration of disadvantaged groups to combat all forms of discrimination in access to and stability of the professional labour market. Therefore, maximised interventions will promote the integration of active labour market policies, social policies will be designed to combat the phenomenon of school dropouts resulting from conditions of social distress, and there will be assistance in the development of businesses and networks in the social economy and the qualifications of social enterprises. This axis is using 11% of resources, amounting to approximately €32 million.


4. Human capital.
The aim is to raise the quality of human resources and the effectiveness of the education and training, and to enhance competitiveness through knowledge. In particular, assistance will be directed to innovations in education, training and guidance, ensuring the quality of training, transparency of qualifications and skills, and supporting higher education through experimental activities and links between universities, global production, and institutions. This axis accounts for 17.5% of resources, or approximately €49 million.


5. Transnationality.
The aim is to broaden and strengthen the network of national and transnational relations of regional systems of education, training and employment in order to strengthen the transfer processes of innovation among European Union countries, in particular with regard to other governments’ regional policy makers in lifelong learning. This axis accounts for 2% of resources, or approximately €5 million.

Technical assistance. To support these five axes, there exists a sixth for the pursuit of technical assistance for monitoring, assessment, informing and advertising actions. Technical assistance accounts for 4% of resources, or approximately €11 million. To finance the implementation of the measures mentioned above, the Marche Region and its provinces will post specific announcements to which accredited companies and organisations can reply in accordance with regional procedures (training, etc.).
