DCMI News 2008

2008-12-08, Sam Oh (Sungkyunkwan University, Korea), Shigeo Sugimoto (University of Tsukuba, Japan) and Stuart Sutton (University of Washington, USA) have been confirmed as Program Chairs for DC-2009, to be held 12-16 October 2009 at the National Library of Korea in Seoul. The theme of the conference will be "Semantic Interoperability of Linked Data". The Call for Papers will be published in January 2009.

2008-12-08, At its face-to-face meeting in Berlin, the DCMI Usage Board reviewed the Scholarly Works Application Profile and found it to be in conformance with its current review criteria, pending minor revisions. In response to a proposal from the DCMI Libraries Community for a new property "holding location", the Usage Board suggested the use of the existing property "availability" in the AGLS Metadata Terms maintained by the National Archives of Australia; suggestions regarding proposals for properties "date captured" and "version" were forwarded to the DCMI Libraries Community for further discussion. The Usage Board resolved to work with the AGLS Working Group on finalizing a DCMI property and related AGLS vocabulary encoding scheme for describing characteristics related to the accessibility of resources.

2008-11-03, The new DCMI Working Draft "Guidelines for Dublin Core Application Profiles" describes the key components of an application profile and walks the reader through the process of designing a profile. Addressed primarily to a non-technical audience, the guidelines also provide a technical appendix about modeling the metadata interoperably for use in linked data environments. This draft will be revised in response to feedback from readers. Interested members of the public are invited to post comments by 1 December 2008 to the DC-GENERAL mailing list, including "[Public Comment]" in the subject line.

2008-11-03, "Interoperability Levels for Dublin Core Metadata", published today as a DCMI Working Draft, discusses the modeling choices involved in designing metadata applications for different types of interoperability. At Level 1, applications use data components with shared natural-language definitions. At Level 2, data is based on the formal-semantic model of the W3C Resource Description Framework. At Level 3, data is structured as Description Sets (i.e., as records). At Level 4, data content is subject to a shared set of constraints (as described in a Description Set Profile). Conformance tests and examples are provided for each level. The Working Draft represents work in progress for which the authors seek feedback. Interested members of the public are invited to post comments by 1 December 2008 to the DC-ARCHITECTURE mailing list, including "[Public Comment]" in the subject line.

2008-10-06, This year's conference and workshop DC-2008, held from 22 through 26 September 2008 in Berlin, was very well attended with 312 participants from 170 organizations in 39 countries. Presentations that were given in all tracks during the event are now linked from the Programme page. DCMI wishes to thank the organizers of the conference Competence Centre Interoperable Metadata (KIM), Max Planck Digital Library, Göttingen State and University Library, the German National Library and Humboldt-Universität zu Berlin for hosting the conference.

2008-10-06, The DCMI Directorate and the National Library of Korea are pleased to announce that DC-2009, the ninth International Conference on Dublin Core and Metadata Applications, will be held at the National Digital Library in Seoul, Korea, from 12 through 16 October 2009.

2008-10-06, At the DCMI Advisory Board meeting in Berlin on 27 September 2008, the DCMI Tools Community announced that Seth Van Hooland of the Université Libre de Bruxelles, Belgium, will replace Jane Greenberg as co-moderator of the group. In the DCMI Social Tagging Community, Liddy Nevile will hand over to Eva Méndez of the Universidad Carlos III de Madrid, Spain, and Ana Alice Baptista of the Universidade do Minho, Portugal. Seth and Ana have also become members of the DCMI Advisory Board. It was also decided at the meeting of the Advisory Board to deactivate the DCMI Date Task Group.

2008-10-06, "A MoinMoin Wiki Syntax for Description Set Profiles" has been published as a DCMI Working Draft. Using this syntax, editors can embed constraint information about application profiles into normal Wiki documents and extract this information using an Open Source MoinMoin Wiki tool for display in XML. This functionality is illustrated by the MoinMoin Wiki document for the Scholarly Works Application Profile.

2008-09-01, "Expressing Dublin Core description sets using XML (DC-DS-XML)" by Pete Johnston and Andy Powell has been published as a DCMI Proposed Recommendation for public comment from 1 to 29 September 2008. A related document, "Notes on the DC-DS-XML XML Format", describes the development of the format and its relationship to the DCMI Recommendation "Guidelines for implementing Dublin Core in XML" of April 2003. The Proposed Recommendation supports the W3C specification Gleaning Resource Descriptions from Dialects of Languages (GRDDL) in the form of an XSLT transform for extracting RDF triples from instances of metadata in the DC-DS-XML format. The specification includes 21 examples together with their equivalent representations in the DC-Text and RDF/XML syntaxes. A W3C XML Schema for the DC-DS-XML format is provided. Interested members of the public are invited to post comments to the DC-ARCHITECTURE mailing list, including [Public Comment] in the subject line.

2008-08-04, "Expressing Dublin Core metadata using HTML/XHTML meta and link elements" by Pete Johnston and Andy Powell has been published as a DCMI Recommendation. A related document, "Notes on DCMI specifications for Dublin Core metadata in HTML/XHTML meta and link elements", provides a guide to implementers to the differences between the HTML/XHTML meta data profile provided by the 2008 Recommendation and that of a previous Recommendation of November 2003. 2008-07-07, Jane Greenberg, Program co-Chair of DC-2008 and co-moderator of the DCMI Tools Community, has been awarded the Frederick G. Kilgour Award for Research in Library and Information Technology 2008. This award is given annually for outstanding research in information science and information retrieval, and was presented at the ALA/LITA conference in June 2008 in Anaheim, California, USA. The DCMI Directorate wishes to congratulate Jane for winning this prestigious award.

There are four keynote speakers on the program: On 23 September Kurt Mehlhorn (Max-Planck-Institut für Informatik) and Jennifer Trant (Archives & Museum Informatics); on 24 September Ute Schwens (Deutsche Nationalbibliothek); and on 25 September Paul Miller (Talis). Apart from the 12 papers, 8 project reports and 12 posters that have been accepted, there will be Tutorials on Monday 22 September, 18 workshop sessions on Tuesday 23, Wednesday 24 and Thursday 25 September, and six seminars on Friday 26 September. The final program will be published in early July 2008.

2008-06-09, After almost five years of service, Robina Clayphan of the British Library has stepped down as moderator of the DCMI Libraries Community. The DCMI Directorate is pleased to announce that Christine Frodl of the German National Library and Stefanie Rühle of the State and University Library Göttingen have agreed to co-moderate the group. We want to thank Robina for all the work she has done over the years and wish Christine and Stefanie success in their new role.

2008-06-09, A DCMI Registry Task Group has been set up with the primary aims of developing shared functional requirements and inter-registry interoperability issues. This group is currently recruiting participants. Those with an interest in metadata schema registries, terminology registries, ontology registries and metadata vocabulary management are invited to visit the Task Group's Wiki for further information, news, upcoming events and opportunities to contribute.

2008-05-26, Preparations for DC-2008, to be held in Berlin from 22 though 26 September 2008, are progressing well. In addition to the two keynote speakers already announced, Kurt Mehlhorn of Max Planck Society and Ute Schwens of the German National Library, the organizing committee has found Paul Miller of Talis willing to give a keynote at the conference.
The paper review process has been completed. Of the 70 submissions received, 12 full papers, 8 project reports and 12 posters have been accepted. The authors of the accepted papers, reports and posters have been notified. In early June, a first preliminary program will be published on the conference Web site. At the same time, online registration will open with early bird discounts until 15 July 2008. Please refer to the conference Web site for further news and announcements.

2008-05-26, The National Library Board Singapore, a DCMI Affiliate since 2005, has extended its Affiliation until 2011.

2008-04-28, The organizing committee of DC-2008 is pleased to announce two of four keynote speakers for this year's conference: Kurt Mehlhorn (Max Planck Society), and Ute Schwens (German National Library). In addition to this keynotes there will be paper and poster presentations and several open meetings of DCMI Communities, Task Groups and on other topics of interest to the community. Following the Call for Papers, the Program Committee received over 70 submissions for papers, posters and project reports that will be evaluated by 53 reviewers until 15 May 2008.

The guidelines will provide an overview of recent work on a formal Description Set Profile specification in the context of the Singapore Framework for Dublin Core Application Profiles together with good-practice examples.

As described in the "Singapore Framework for Dublin Core Application Profiles", this specification offers a simple constraint language for Dublin Core metadata on the basis of the DCMI Abstract Model. 2008-02-01, A joint press release was published by the State and University Library Göttingen, Max Planck Digital Library and the Dublin Core Metadata Initiative with a further announcement of DC-2008, the eighth International Conference on Dublin Core and Metadata Applications, to be held in Berlin, Germany, from 22 to 26 September 2008 under the title "Metadata for Semantic and Social Applications". The press release highlights the two main themes: Semantic applications supporting integration of information and Social applications supporting communication and collaboration. The press release is available in English and in German.

2008-01-14, A major maintenance update of "DCMI Metadata Terms" and the related RDF schemas has been released with improved definitions and usage comments, differentiation between Syntax Encoding Schemes and Vocabulary Encoding Schemes, and the specification of formal domains and ranges for properties. Domains and ranges specify what kind of described resources and value resources are associated with a given property — e.g., that dcterms:rights refers to a dcterms:RightsStatement — in support of semantic inferencing processes. So as not to affect the conformance of legacy implementations, ranges have been left unspecified for the fifteen properties of the "dc:" namespace (purl.org/dc/elements/1.1/). In order to provide semantically more precise alternatives for Semantic Web applications, ranges have been defined for fifteen like-named properties in the "dcterms:" namespace (purl.org/dc/terms/). Following the revised DCMI Abstract Model of June 2007, the new documentation reflects the definition of a Vocabulary Encoding Scheme as an "enumerated set of resources". The full set of changes is detailed in the document "Revisions to DCMI Metadata Terms".

2008-01-14, "Expressing Dublin Core metadata using the Resource Description Framework (RDF)" has been published as a DCMI Recommendation, replacing two legacy documents: "Expressing Simple Dublin Core in RDF/XML" and "Expressing Qualified Dublin Core in RDF/XML". As discussed in "Notes on DCMI specifications for Dublin Core metadata in RDF", the new, reengineered Recommendation provides a substantially updated RDF expression of Dublin Core metadata on the basis of the DCMI Abstract Model.

2008-01-14, An article in Federal Computer Week, published on 4 January 2008, reports that the Office of the Director of National Intelligence in the USA has issued three metadata standards that are based on Dublin Core.

2008-01-14, Based on a decision by the DCMI Advisory Board at its meeting in Singapore on 1 September 2007, the DCMI Global Corporate Circle was deactivated in December 2007. In November 2007, a new group was established, the DCMI Knowledge Management Community, that is likely to address issues that should be of interest to corporate users of Dublin Core metadata.

Members of the Global Corporate Circle are encouraged to subscribe to the mailing list of the new Community.
