Spencer Bell joined Brustein & Manasevit, PLLC in May of 2011. As Legislative Assistant, Mr. Bell monitors and writes about the federal budget process, education legislation, and important administrative actions to keep clients informed of activities in Washington that can affect their federal programs. He works with the Legislative Director and clients to develop their federal legislative strategies and facilitates their representation before Congress and administrative agencies.
Preceding his employment at Brustein & Manasevit Mr. Bell worked for the U.S. House of Representatives in the office of Congressman Vern Buchanan, Representing Florida’s 13th district. As a Legislative Assistant Mr. Bell handled Congressman Buchanan’s Veteran Affairs Committee work focusing on the Health Subcommittee as well as veteran training and education programs. Mr. Bell was involved in policy analyses of Education, Foreign Affairs, Judiciary, Government Reform, Intelligence, Housing, Homeland Security, Immigration, Interior, Lobbying, Science Space & Technology, 2nd Amendment & Social, Postal and Indian affairs. He attended and staffed hearings, roundtables and mark-ups, met with industry advocates, special interests and lobbyists, provided vote recommendations, policy analysis, briefings memos and constituent, association and departmental communications as well as fielding all legislative inquiries.
Prior to working on the Hill Mr. Bell worked for Congressman Buchanan at his Florida district offices since 2007 as a Constituent Services Representative dealing directly with the district and state level organizations. He assisted in navigating federal regulations, forms and deadlines for individuals as well as organizations and charter schools. Grants system monitoring and case backlogs of the Federal Departments was a primary concern. Mr. Bell brought this experience with him to Brustein & Manasevit to guide clients though the complexities of Congressional actions and to help predict outcomes of current and future trends in Congress.
Mr. Bell received his Bachelor of Arts in Political Science from the University of Florida in 2007.
