John Morgan

John R. Morgan, Ph.D., a child psychologist, came to Voices in 2006 after a career in local government. He was named Executive Director in April 2008, after nearly two years as Senior Policy Analyst. Previously he held leadership positions in the mental health/substance abuse field in local government and founded and directed award-winning prevention programs for Chesterfield (VA) County’s Mental Health, Mental Retardation and Substance Abuse Department, and then directed the county’s comprehensive community behavioral health programs. He has written and lectured extensively on child and family topics and has been active in state and national advocacy for prevention and youth development.

Dr. Morgan received a Ph.D. in Clinical Child Psychology from Penn State. He is active in community affairs and has past and current involvement with many local organizations, including Boys and Girls Clubs and Communities in Schools. In addition, he for many years has devoted time to the cause of improving youth sports programs and currently serves on the board of Heart of the Team, a not-for-profit organization that fosters principled leadership among high school athletes.

John resides in Midlothian, VA , and is married and the father of two grown children.

Margaret Nimmo Crowe

Margaret Nimmo Crowe is our Policy Director and is the coordinator of the Campaign for Children’s Mental Health. Previously, Margaret worked for Voices from 2000 through 2004, leading the organization’s advocacy efforts in children’s health, particularly mental health. As a result of her efforts on behalf of Virginia’s children and families, Margaret was awarded the Joseph V. Gartlan Award, given by the Virginia Association of Community Services Boards.

In her time away from Voices, Margaret served as the chairperson of the volunteer Board of Directors of the Richmond Behavioral Health Authority and as a member of the Child and Adolescent Task Force of the Chief Justice’s Commission on Mental Health Law Reform.

Margaret graduated Phi Beta Kappa from the University of Virginia, with a B.A. in Religious Studies.

Emily Griffey

Emily Griffey is Voices’ Senior Policy Analyst for early childhood and education. Emily comes to Voices with experience in working on early childhood issues at a local and regional level for Richmond’s Smart Beginnings and Baltimore’s Safe and Sound Campaign. Most recently, she worked for Richmond City Social Services on policy implementation and program improvement strategies. Emily’s work for Voices focuses on children from birth through age five.

Emily is a graduate of the Jepson School of Leadership Studies at the University of Richmond, and earned her Master’s degree in Public Policy at Johns Hopkins.

She also volunteers with Family Lifeline’s Young Professionals Board and as a middle school mentor in Richmond Public Schools.

Ted Groves

Ted Groves is Voices’ KIDS COUNT Data Center Director, providing comprehensive data and information on child well-being in Virginia. Ted joins Voices after leaving retirement from his prior position at Chesterfield County’s Department of Mental Health, Mental Retardation and Substance Abuse, where he directed information technology and state reporting, as well as program evaluation, privacy and information security compliance. He has presented nationally on privacy and information security topics. Ted is also a part-time accreditation surveyor of behavioral health organizations for CARF, an international accreditation body.

Ted received his M.S. in social psychology from the University of Illinois at Champaign-Urbana, where he was also a Woodrow Wilson Fellow and Ford Foundation Fellow.

Cathy McCallister

Cathy McCallister is Voices’ administrative support and office management professional. Her duties include updating and maintaining current donor database systems, managing Voices’ development activity, preparing materials for board meetings, and providing support in conducting forums, training sessions and fundraising events. Cathy graduated summa cum laude from West Virginia State University with a B.S. in Elementary Education.

Cathy lives in Mechanicsville with her husband. They have one grown daughter. Among her numerous hobbies and volunteer services are tutoring, coaching volleyball, directing children’s choirs, playing the handbells, and singing with several choirs and groups. She is currently a vocalist and the electric bass player for Hyperlink praise band at Shady Grove UMC.

Amy Woolard

Amy Woolard is Voices’ Senior Policy Attorney, focused on child welfare, foster care and juvenile justice policy, as well as broader poverty issues that Virginia families face. Prior to joining Voices, Amy served as the Lewis F. Powell Fellow in Legal Services with the JustChildren program of the Legal Aid Justice Center in both Richmond and Charlottesville, VA. As an education attorney, Amy represented kids in foster care and kids experiencing homelessness in cases involving special education services, enrollment issues and school discipline. She was also an integral member of the statewide task force of advocates, child welfare and education representatives (including Voices) that helped Virginia implement the 2008 Fostering Connections to Success and Increasing Adoptions Act.

Amy is a member of the Virginia Bar, and received her J.D. from the University of Virginia School of Law. She also holds an M.F.A. from the University of Iowa (Writers’ Workshop) and an M.S. in Communications from the VCU Brandcenter (Adcenter). In her free time, she also serves as a board member of Light House Studio, a youth filmmaking non-profit in Charlottesville, VA.
