DLR is highly experienced in international project administration. DLR operates large-scale research facilities for the centre’s own projects and as a service provider for clients and partners. It also promotes the next generation of scientists, provides advisory services to the German government and is a driving force in the regions centred on its various locations.
DLR holds the majority of the German NCPs as well as the head organisation, the EU-office of the Federal Ministry of Education and Research, responsible for the FP.
The German NCP Space, established for FP6 in 2003, is part of the DLR Space Agency located in Bonn. This ensures the information flow between national thematic units and the NCP. This results in a high quality service comprising among others of information days, matchmaking events and support for partner search, a website including a newsletter with information on calls, events and Space policy.
STIL-BAS is an independent scientific organisation, found in 1990 by the Management council of BAS, to study the newly emerging area of solar-terrestrial influences as possible reason for global change as well as to meet the social needs for multidisciplinary study of relationship between events on Sun and their effects on geospace. Initiators of creating of STIL-BAS were the famous Bulgarian scientists Prof. Kiril Serafimov and Prof. Dimitar Mishev. Prof. Dimitar Mishev was Head of STIL-BAS till his death in 2003. The staff includes highly motivated scientists with large expertise in space research, participating in numerous space experiments on INTERCOSMOS series of rockets and satellites, two BULGARIA -1300 space research projects, interplanetary probes such as Vega-Haley and Phobos-1/2, and in the scientific programs of the first and second Bulgarian cosmonauts, including in the programs focused on psychophysiological and adaptation mechanisms during space flights with different duration.
The Technology Centre of the Academy of Sciences of the Czech Republic (Technology Centre) established in 1993, promotes industrial utilisation of research and development, provides a wide spectrum of technology transfer services and stimulates creation and growth of small innovative businesses. The Technology Centre is the focal point of national information infrastructure for the EU Framework Programmes, acts as the National information centre (NICER) for EU FPs, provides targeted, programme-specific information, advice, assistance and training for the Czech R&D community, and organises awareness events.
The Technology Centre is involved in preparation of strategic studies focused on RTD and innovation. The Technology Centre prepares conceptual documents for the state administration and its advisory bodies. It coordinates national and regional projects on identifying research priorities, strategic research directions, preparation of research and innovation policies and innovation strategies.
The Technology Centre is the host and co-ordinating organisation of the Czech Innovation Relay Centre (CIRC) and of the Czech Liaison Office for R&D (CZELO) which is based in Brussels where it represents Czech research community and provides the Czech research institutions with the targeted and updated information on the possibilities of being involved in international research consortia.
The Technology Centre has been cooperating with foreign partners on international projects in the field of strategic studies for the EC, European Parliament, United Nations Organization for Industrial Development and Joint Research Centre of the EC.
FORTH is one of the biggest Research & Technology Organisations in Greece, with its HQ in Crete and presence with 7 Institutes and 2 Technology Parks in Crete, Patras and Ioannina. FORTH provides the technological and scientific backbone of HELP-FORWARD. HELP-FORWARD functions as a distinct entity within FORTH (www.forth.gr) and maintains a strategic alliance with the Federation of Greek Industries (FGI) and the Federation of Industries of Northern Greece (FING), who provide access to the industry world. HELP-FORWARD (Hellenic Project for Wider Application of R&D or Diktyo PRAXI in Greek, www.help-forward.gr) provides information, mediation and advisory services at all stages of Research Cooperation, Technology Transfer and Exploitation of Research Results to Greek companies (mainly SMEs) and Research Institutes since 1991. The services provided by H-F to its clients include:- Assistance and consultancy in all stages of RTD projects participation: - Technology assessment and technology marketing plans for the exploitation of new technologies- Mediation in the quest for technological, business and RTD partners- Support in all stages of the technology transfer process- Technological awareness and information services HELP-FORWARD operates the Innovation Relay Centre (IRC) in Greece since 1996, the National Contact Point (NCP) for the EU RTD Programmes since 1999 and the FORTH Industrial Liaison Office since 2003.
APRE, Agency for the Promotion of European Research, is a non-profit association that provides the following services: INFORMATION, TRAINING, ASSISTANCE on research and technological development programmes of the European Union.Established in 1990, APRE represents a vast interest group of organisations and companies which are active in research and technological innovation in Italy. These organisations adhere to APRE in the role of contributing and ordinary members.APRE has its head office situated in Rome as well as regional help desks that form a network throughout the national territory.
The MCST is made up a small core permanent staff of young researchers under the direction of a high level Board appointed by the Prime Minister and an advisory Council, composed of prominent members from the public sector and academia with strong representation of the private sector. Set up since 1988 to provide strategic advice to Government on national science, technology and innovation policy, the Malta Council for Science and Technology (MCST) has over the years been responsible for identifying and addressing major science and technology challenges and issues of strategic importance for Malta, thereby contributing to the development of coherent and sustainable policy visions and initiatives. In this role, MCST has pioneered visionary approaches to the deployment of science and technology in the Maltese Islands, in particular in the Information and Communications Technologies sector, where a national foresight-type project was launched between 1993 and 1994.
In 2005, MCST's role was further strengthened through its new location within the Office of the Prime Minister, where it can play a more strategic co-ordinating role in scientific research and technological innovation through the development of cross-ministerial joined-up policy approaches. In 2006 MCST launched a major priority-setting exercise based on a wide consultation process, for targeting government investments in R&I which resulted in the adoption by Government of the National R&I Strategic Plan (2007-2010). The new Plan, which lists over 66 key recommendations, is more business-oriented and targets four key sectors including energy/environment, ICT, value-added manufacturing, and biotech/health. The Plan highlights the Euro-Mediterranean dimension of Malta's R&I policy with the setting up of the EuroMediti initiative.
MCST is also the National Contact Point Organisation for FP6 as well co-ordinating Malta's representation in the EU Research Council.

Since 1983 EG-Liaison (No of employees; 1500 of which 30 at EG-Liaison) has been supporting interested companies and institutions in obtaining European R&D funding. Our aim is to promote (Dutch) participation in European R&D programmes and to stimulate European cooperation in the field of innovation.
EG-Liaison provides information: EG-Liaison offers a wide range of information issued by the EC on R&D funding by means of different publications. EG-Liaison supports its clients in formulating project proposals. In collaboration with you we will try to find an answer to questions like: What is the degree of innovation of your idea? Does it fit within one of the European subsidy programmes? How to set up a project proposal as successfully as possible? What juridical and financial implications are involved in such a project? Have you got the right partners for the project? EG-Liaison wants to transfer its knowledge and experiences to interested parties willing to participate in a European project. For that purpose dedicated training programmes are organized frequently, not only in the Netherlands. EG-Liaison supports organizations in finding the necessary partners for their RTD-project. This service is available for both Dutch and European organizations.
Instytut Podstawowych Problemow Techniki Polskiej Akademii Nauk (IPPT PAN) is one of the biggest research institutions within the structure of the Polish Academy of Sciences. Wide experience in international cooperation has resulted in establishing in the IPPT PAN (1999) the National Contact Point for Research Programmes of the EU (NCP-PL). The NCP-PL is a coordinator of the national network of 11 Regional Contact Points located in major regions of Poland and about 200 Thematic and Local Contact Points located at universities, companies and organisations. The NCP-PL closely co-operates with the Polish Ministry of Science and Higher Education, the European Commission and other key partners, both in Poland and abroad. The main task of the NCP-PL is to disseminate the information and to help Polish innovating research teams in active participation in EU Framework Programmes, through training, aid and consultancy, partner search service as well as promoting the international cooperation and encouraging to create multi-partner project consortia. The NCP-PL has extensive experience in organizing events to promote Framework Programme(s) and securing the attendance of researchers and research administrators and managers. The NCP-PL has organized: FP6 Launching Conference (2002, accompanied by the Ministerial Meeting, attended by nearly 2000 persons) and FP7 Launching Conference (2006, attended by nearly 1300 persons). The NCP-PL plays also a role of Mobility Centre, NCP for Joint Research Centre and INTAS Programme. Moreover NCP-PL is a training centre for implementation of structural funds in the RTD sector. The staff of NCP-PL (50 employees) consists of highly qualified people with scientific background and with knowledge of European Programmes. The NCP-PL budget is covered mainly by resources of the Ministry of Science and Higher Education, the complementing funds are provided by the EC.T he NCP-PL has its own experience in participation in more than 30 research projects carried out in FP4, FP5 and FP6, for example: IDEALIST-EAST (FP4), POLNET, POLDA, Fellows for Industry, Partners for Life, IDEAL-IST, Train-Net, CEeB, NAS2CALL, NETCEE, DONQPOL (FP5) and CEAF, CERA (INCO, co-ordinator, FP6), NBCC (INCO, co-ordinator FP6), HUNPOL-TRANS, PRO-NMS (co-ordinator FP6), QUALITYMEAT, STEF-NANO-ACC (co-ordinator, FP6), ERANIS (INCO, co-ordinator, FP6).NCP-PL has put many efforts in further extending its cooperation with neighbours from Central and Eastern Europe. NCP-PL has supported the creation of a network of FP6 information points under the Academy of Sciences of Ukraine.
The Office of Promotion of the 7th Framework Program for RTD (GPPQ) was established by the Ministry of Science, Technology and Higher Education (MCTES) in the second half of 2007 with the aim of promoting and supporting the participation of national scientific and business communities in 7th Framework Program for Research and Technological Development (RTD) of the European Union. The GPPQ makes the connection between researchers and Portuguese companies and FP7, through mutual coordination of Delegates to Committees, representatives of the Technology Platforms and Joint Technology Initiatives (JTI) and the Network of National Contact Points (NCP).
ROSA is an independent public institution ? legal person fully self-financed, organized by the Government Decision no. 923/1995 and defined by Law no. 500/2002. The main mission of ROSA is to promote, coordinate and develop aeronautical and Space research and applications programs/projects in Romania and to represent the Government in relevant international cooperation agreements and in the relation with the European Space Agency and acts as the head of delegation for the United Nations Committee on the Peaceful Uses of Outer SpaceROSA develops its own research and development projects and centres. The ROSA Research Centre has been established in 1998 and is developing since 2000 as a centre of excellence. In the research area, ROSA has 20 specialists covering fields as: aeronautics, physics, remote sensing and biology. More than 55% of the developed projects are in international cooperation, ROSA having government agreement with ESA, CNES, NASA, etc. Knowing the importance of the gender issue for R&D Programme it is worth mentioning that in the ROSA's research activities are involved 10 women.ROSA is the contract authority for the National Aeronautics and Space R&D Programme (2001-2006) Ministry of Education and Research and also for the National Security R&D Programme.ROSA participated in FP6, in projects like START, AirTN, Researchers Night, DonQ Air. As contract authority and PMU, ROSA is in permanent communication with most of the organizations research and development, universities, industry, NGOs involved in aeroSpace and security activities. ROSA is organizing, on a current basis, workshops, seminars and annual national conferences on Space and aeronautics to evidence the progress of the programme. The ROSA website www.rosa.ro is functional and updated on a regular basis. IN FP6, professionals of ROSA were members of the AeroSpace Programme Committee, and were assigned as the Romanian AeroSpace NCP. Within FP7, Professionals from ROSA are members in TRANSPORT- including Aeronautics, SECURITY and SPACE Programme Committees and they are also the Romanian NCPs for these themes.
TUBITAK is the leading agency for the management, funding and conducting of research in Turkey. It was established in 1963 with a mission to advance science and technology, to conduct research and to support Turkish researchers. TUBITAK funds research projects carried out in universities and other public and private organisations, conducts research on strategic areas, develops support programs for both the public and private sectors, publishes scientific journals, popular science magazines and books, organises science and society activities and supports undergraduate and graduate students through scholarships.TUBITAK is also the national co-ordinating body of the EU Framework Programmes (FP). The name of this division is TUBITAK EU Framework Programmes National Coordination Office (TUBITAK NCO). This division organises info-days, conferences and brokerage events to raise the awareness about the EU Framework Programmes. Covering all the FP7 areas, several NCPs are working in this office. TUBITAK also supports the Turkish researchers in the development phase of the projects. TUBITAK offers a variety of different forms of support for promoting Turkish participation in FP7, including travel support, a co-ordinator award, a university-industry partnership promotion award, consortium agreement support and pre-proposal check support. TUBITAK NCO has been involved in FP6 as a co-ordinator in one SSA project, as co-ordinator in one CA project, and as a partner in 25 SSA projects. The TuR & Bo-ppp Office of TUBITAK is a joint office located in Brussels with participation of The Union of Chambers and Commodity Exchanges of Turkey (TOBB), Small and Medium Industry Development Organization (KOSGEB) and The Confederation of Turkish Tradesmen and Craftsmen (TESK). It's main Objectives are; monitoring of Framework Programmes, cooperation with other research and development liaison offices and providing presence for the researchers from public and private sectors.
The main objectives of the Austrian Research Promotion Agency (FFG), Division for European and International Programmes (EIP) is the support of the implementation of the Community Framework Programmes in Austria and fostering the participation of Austrian companies and research organisations in European and international research and technology programmes. As host for all National Contact Points (NCPs), EIPs main services are to create awareness on collaborative trans-national RTD, to offer information and consultancy on international research and technology programmes, and to give advice on criteria, modalities for participation and technical procedures related to project preparation and applications. EIP is working with 39 experts in all technology sectors, thus ensuring adequate thematic assistance in proposal preparation. As host of the Innovation Relay Centre Austria, EIP is also pro-actively supporting Technology Transfer. FFG/EIP is also very experienced in carrying out EU funded projects, both as co-ordinator and project partner.
The Belgian Federal Science Policy Office (BELSPO) fulfils two main missions:An operational mission, through: research programmes offering scientific support to the policy-making (information society; sustainable development; social cohesion); the funding of networks of excellence in fundamental research; Space research; the national e-infrastructure for research; and the research activities and the public scientific service of ten federal scientific institutions (institutes of Space research, natural sciences, the national archives and library, large museums). In particular, the Office supports the implementation of a multiannual digitisation plan of the federal scientific institutions;A co-ordination mission with respect to the federal research efforts as a whole as well as to the strategies aimed at building the European Research Area. In particular, the Office supports the financial contribution of Belgium to international large-scale S&T infrastructures.The Scientific and Technical Information Service (STIS) is a department of BELSPO. Its activities include:Scientific and technical information brokerage, document delivery and promotion of information systems (support and training);Information and assistance of the federal stakeholders regarding European research, innovation and cultural activities: Eurofed web portal and e-newsletter, help desk, and individual primary support, FP7 NCP's for all specific programmes;Specialised information for and on science policy: bibliometric studies, strategic watch (e.g. on digital heritage matters), web portal for research and innovation in Belgium, etc. In the context of the creation of the European Research Area, STIS runs the service EUROFED to inform and support the federal scientific institutions and other federal players on the European research, innovation and cultural programmes. Federal players can call upon two scientists at STIS for general information on the Framework Programme for Research and Technological Development of the European Union; organization of workshops, information and training sessions; personalized alerting to calls for proposals; guidance to the most appropriate programme or project type ; help with finding foreign partners; primary support with the preparation of a proposal; clarification of procedures and administrative and financial aspects; contact with the appropriate services with the EC;...In an e-newsletter 'EUROFED newsletter' (in Dutch and in French), the STIS informs subscribers on general information on the Framework Programme and on the European programmes like Culture, COST and eContentplus. The EUROFED-website (in Dutch and in French) provides general information on the Framework Programme of the European Union.
ReSAC (Remote Sensing Applications Center) is a non-profit, RTD organization and was established in 1998 with the support of the Food and Agriculture Organisation (FAO) of the UN in the frame of the project TCP/BUL/8922. Until 2004 ReSAC was a Department in Bulgarian AeroSpace Agency (BASA), later in Agency for Sustainable Development and Eurointegration. Since the end of 2005 ReSAC is an independent juridical body.Main task of ReSAC is to develop and transfer knowledge and know-how in RS/GIS applications to agricultural and environmental management, land cover/land use, soil and forest inventory, water resources, environmental hazards, fast track services, disaster management, urban planning, etc. ReSAC is an Observer member of the European Association of Remote Sensing Companies - EARSC from 2005.ReSAC collaborates very actively with JRC, EURIMAGE, SPOT Image, EUSI, GEOSYS, etc.The most important ReSAC projects in the area of Land cover/Land Use, Control of Agrosubsidies with Remote Sensing /CwRS/, Establishment of Land Parcel Identification System /LPIS/, Digital Orthophoto Map Preparation /DOP/, National Concept for the Information and Management of Forest Fires, Fast Track Service /FTS/ (as a value-added organization in the International Charter ?Space and Major Disasters? CHARTER Call 132 - Danube Oil Spill) and Voice Technology Development are funded by JRC, EC/FP6 and the Ministry of Agriculture and Forestry.ReSAC is a service provider in the area of fast track mapping mainly to State Agency for Information Technology and Communications (SAITC), Agency for Sustainable Development and Eurointegration (ASDE) and other public Bulgarian organizations.

The Research Promotion Foundation (RPF) was founded in 1996, by the Government of the Republic of Cyprus, to serve as the national agency for the promotion of scientific and technological research.The RPF has developed a number of activities which fall into two broad categories: (a) the design, launching, funding and monitoring of National Research Programmes, and (b) the promotion of the participation of Cypriot researchers in European Research Programmes and International Organisations (EU Framework Programmes, COST, INTAS, ESF, EUREKA). It is also responsible for the implementation of Bilateral Agreements on R&D.The RPF has the overall responsibility for the coordination of activities relating to the Seventh Framework Programme. It coordinates the network of National Contact Points and representatives of Cyprus in the various Programme Committees, provides information, organises information days and provides advice and customised assistance to researchers. The RPF has also been actively involved in a number of EC funded projects and (SSA type projects). The RPF hosts Cyprus Mobility Centre, a member of the European Network on Mobility Centres (ERA-MORE).
CDTI - (Centre for the Industrial and Technological Development), C/ Cid n? 4, 28001 Madrid, Spain. CDTI is a public business entity under the Ministry of Industry, Tourism and Commerce. Among its competencies, the management of national and international R&D programmes is to be highlighted. Besides this, CDTI finances R&D projects developed by Spanish companies and performs evaluation of calls of national R&D programmes.In the European Union R&D Programmes Department we carry out the management of the ten Themes of the Cooperation part of the Seventh Framework Programme, plus the SME Programme of the Capacities part, performing as NCP and as a National Delegates in all the management committees.CDTI?s qualification for the project: CDTI has also participated in other European Projects such as idealfit, ideal-ist, Idealist-5fp, Idealist34, Idealist-7fp and ECLAIR, in the IST/ICT domain, COOREERS in NMP, and different ERA-Nets as ERA-SME and HigroSME. Archimedes is an independent body established by the Estonian government in 1997 with the objective to co-ordinate and implement different EU programs (FP-s, LLL, Youth) and projects in the field of training, education, research, technological development and innovation. It has a permanent staff of 60, working in two offices located in Tartu and Tallinn, the main educational and research centres of Estonia. Among other responsibilities Archimedes organizes higher education accreditation and research evaluation in Estonia and belongs to the European Network of National Information Centers on Academic Recognition and Mobility. Archimedes is also a member of the Innovation Relay Centres and of the National Academic Recognition Information Centers network. Archimedes is the implementing body for the Estonian research information system (www.etis.ee). Archimedes has an excellent track record of co-co-ordinating and implementing numerous international projects, 53 of them since 1997. Being a part of R&D and innovation systems in Estonia and one of the institutions responsible for implementation of research related acquis, Archimedes was/is closely involved in the implementation of various new measures supporting the European Research Area.
Tekes, the Finnish Funding Agency for Technology and Innovation (established in 1983) is the main financing organisation for applied and industrial R&D in Finland. The funds for financing are awarded from state budget. Tekes offers channels for cooperation with Finnish companies, universities and research institutes.Tekes primary objective is to promote the competitiveness of Finnish industry and the service sector by technological means. Activities aim to diversify production structures, increase production and exports, and create a foundation for employment and societal well-being. Tekes coordinates and offers financial support for participation in international technology initiatives, including EU research programmes, EUREKA, research activities of OECD's energy organisation IEA (International Energy Agency), European Cooperation in Scientific and Technical research (COST), European Space Agency (ESA) and Nordic cooperation. Tekes has a network of experienced technology experts that serves both Finnish and overseas companies and research organisations, particularly in catalysing R&D cooperation within Tekes technology programmes.Tekes overseas offices are located in Beijing, Brussels, San Jose California, Shanghai, Tokyo and Washington. Technology programmes aim at gaining new technology expertise and product development options in the important business areas of the future. Technology programmes are used to promote development in specific sectors of technology or industry, and to pass on results of the research work to business in an efficient way.Programmes have proved to be an effective form of cooperation and networking for companies and the research sector. The programmes also offer good frameworks for international R&D cooperation. During 2006, 19 national technology programmes were under way. In 2005 Tekes total financing of national and international R&D programmes was 430 million euros. From this figure, 19 million euros was provided for Space activities (ESA, national and bilateral).
Founded in 1961, the Centre National d'Etudes Spatiales (CNES) is the government agency responsible for shaping and implementing France's Space policy in Europe. Its task is to invent the Space systems of the future, bring Space technologies to maturity and guarantee France's independent access to Space.CNES is a pivotal player in Europe's Space programme, and a major source of initiatives and proposals that aim to maintain France and Europe's competitive edge. It conceives and executes Space programmes with its partners in the scientific community and industry, and is closely involved in many international cooperation programmes -the key to any far-reaching Space policy.The agency's more-than 2,400-strong workforce constitutes an exceptional pool of talent, with some 1,800 engineers and executives, 35% of whom are women. In line with set goals, in March 2006, the Government of the Republic of Croatia founded the Croatian Institute of Technology (HIT) under the jurisdiction of the Ministry of Science, Education and Sports (MZOS). It is a leading national institution.HIT is aimed at strengthening education, research and innovation (the 'knowledge triangle') integrating the contributions of a range of participants to create a unique structure the 'knowledge community'. Some projects which were under the jurisdiction of the Ministry of Science, Education and Sports have been transferred on the Croatian Institute of Technology.
