Project Groundwork In Your Community
To improve the quality of our lives — through cleaner streams, improved protection of public health, and enhancements to the communities where we work, live, and play — Hamilton County, Ohio is embarking on one of the largest public works projects in its 200-plus year history.
Called Project Groundwork, this major initiative is designed to:
- Reduce or eliminate sewage overflows into local rivers and streams and sewage backups into basements.
- Benefit Hamilton County communities through environmentally, socially, and economically sustainable solutions to these current problems; and
- Revitalize the economy through creation of jobs and growth opportunities for local businesses.

Project Groundwork Featured on WVXU's Impact Cincinnati
MSD’s efforts to develop sustainable solutions to watershed management were the focus of WVXU's Impact Cincinnati broadcast on February 23, 2012.
MSD Hosts Watershed Meetings on Sustainable Stormwater Solutions
Over the past year, MSD has sponsored public meetings in the Bloody Run, Kings Run, Lick Run and West Fork watersheds to introduce the concept of sustainable stormwater management to MSD customers and to unveil a proposed "alternative" solution that will reduce combined sewer overflows (CSOs) into local waterways. The watersheds are part of the larger Lower Mill Creek watershed. MSD is charged with reducing 2 billion gallons of overflows from Lower Mill Creek by 2018. The potential solution—still under evaluation—could be one of two options:
- Regulators' default solution - an underground storage tunnel and enhanced high-rate treatment (EHRT) facility that would capture overflows.
- "Alternative" solution - sustainable stormwater management projects that would prevent overflows by keeping stormwater out of combined sewers.
MSD is presenting preliminary finding on both solutions to the Hamilton County Commissioners this spring. MSD will submit its preferred remedy to federal and state regulators by December 2012.
