Borough Code Revision Bill in the General Assembly

May 22, 2012: Governor Tom Corbett signed House Bill 1702 into law on May 17, 2012 as Act 43 of 2012. The act becomes effective in 60 days on July 16, 2012.

Status Update: House Bill 1702 passed the House of Representatives on December 19, 2011 by 190-4 and passed the Senate on May 1, 2012 by 45-0. The bill must go back to the House for a concurrence vote and, if approved, the bill will be sent to the Governor for his signature.

The Borough Code revision bill, or House Bill 1702, was introduced on June 21, 2011. An executive summary in addition to a section-by-section commentary, disposition table and derivation table are available through the Local Government Commission website. PUC Approved 2010 Budget Form

All municipalities located in the following counties must file the 2010 Municipality Approved Budget Form with the Public Utility Commission as soon as possible and no later than July 6, 2012. More detailed information is also available on PSAB's Oil & Gas Focus Website.

Please note, only municipalities located in the following counties need to file this form: Allegheny, Armstrong, Beaver, Bedford, Blair, Bradford, Butler, Cambria, Cameron, Centre, Clarion, Clearfield, Clinton, Columbia, Elk, Fayette, Forest, Greene, Huntingdon, Indiana, Jefferson, Lackawanna, Lawrence, Luzerne, Lycoming, McKean, Potter, Somerset, Sullivan, Susquehanna, Tioga, Venango, Warren, Washington, Wayne, Westmoreland, and Wyoming.




Advocating for Prevailing Wage Reforms

PSAB Government Affairs is engaged in a spirited fight to reform the 50 year old Pennsylvania Prevailing Wage Act. We believe this year is our best chance to get significant reforms passed, but it will take additional efforts by our members.

PSAB is calling on all boroughs to adopt policy resolutions supporting reforms to the Prevailing Wage Act. A sample resolution is available here. It basically supports HB 1329 which would raise the Prevailing Wage threshold to $185,000 with a yearly inflation adjustment. The sample resolution is also available in an electronic Word document format for your convenience here.
