As part of the project Eau Propre | Proper Water, we propose the creation and use of a water pavilion for urban public space.

what

The pavilion of Eau Propre | Proper Water is a wood construction and is also a drinking water point (depending on the availability of rain water). It is easy to build up and take down, and is a place for meeting, debate, and exchange, a place where people can come together, and a focal point in the city.

- Eau Propre | Proper Water provides a forum for opinions and activities about water in the city of tomorrow: citizen initiatives, experience for the de-centralised management of water, cultural and educational activities, even professional training;
- With its funnel roof, the pavilion captures rain water, and by means of a low-tech filtering tube (sand, active carbon and a UV-lamp) transforms it into drinking water. Eau Propre | Proper Water provides a public drinking point where everyone can get drinking water in exchange for a bit of human energy (pumping the water through the filters);
-thanks to its shape and its prominent place in the city the pavilion of Eau Propre | Proper Water attracts public attention and becomes a key place in the city.

why

By nature water requires careful management because it is SCARCE and very TECHNICAL. Scarce because there is not much of it around, and what is available often polluted; and Technical in the sense that managing it and making it fit for human consumption require advanced skills in chemistry and engineering. The fact that the expertise to manage water is very often held by un-transparent governments or profit-searching companies is dangers to the universal right to water. We believe that the purification, management, use and re-use of water can only become sustainable if they are embedded in networks characterised by proximity and solidarity.

Through its presence in public space Eau Propre | Proper Water asks questions about water in the city of the future, than can be broken down into 5 concrete questions:
1. What is clean water ?
2. Where to find clean water ?
3. How to make clean water ?
4. To whom belongs (or who has the right to) clean water ?
5. What is the price of clean water ?

The project aims at making links between citizen initiatives and politicians, creators and engineers, specialised and industrial labour, by organising activities and debate about these questions around 3 axes:
1. an appropriate/able and decentralised management of clean water
2. right to water access to water
3. new professions around water

where

- first public installation from 16 June to 8 July 2012: Eggevoort Friche, Brussels, Belgium.
-further installations in Brussels will be decided on collectively during the process with the network of actors, partners and invited participants of projet Eau Propre | Proper Water

who

City Mine(d) is the initiator of the project. For the creation of the pavilion it teams up with architect-engineer Kathleen Mertens and coordinator of the Mission Locale of Forest professional training scheme Jacques Lechat. With these, City Mine(d) already successfully realised Limite Limite in Brussels and Belfast (1999-2004).
The filtering tube was developed by engineer Damien Smets and chemist Antoine Pacco.
Brulabo will verify that the output water meets drinking water quality standards.

Dans le cadre du Projet Eau Propre | Proper Water, nous proposons la création et l'utilisation d'un pavillon d'eau pour l'espace public urbain.

quoi

le pavillon du projet Eau Propre | Proper Water est une construction en bois et un point d'eau potable (selon la disponibilité d'eau de pluie).
Il est facile a monter et démonter, et se propose comme lieu de rencontre, de débat et d'échange, comme point de rassemblement, et comme point d'attention dans la ville.

- Eau Propre | Proper Water offre dans son pavillon un forum aux opinions et activités autour de l'eau dans la ville de demain: initiatives citoyennes, expériences pour une gestion de l'eau décentralisée, activités culturelles et éducatives, formations professionnelles;
- Par sa toiture 'entonnoir', le pavillon récolte de l'eau de pluie qui, par un tube filtrant low-tech (sable, charbon actif, uv), est purifiée en eau potable. Eau Propre | Proper Water propose un point d'eau public où chacun peut obtenir de l'eau potable en échange d'un peu d'énergie (actionner une pompe manuelle pour faire passer l'eau de pluie par le tube filtrant);
- Grâce à sa forme et son implantation dans la ville, le pavillon du projet Eau Propre | Proper Water fonctionne comme lieu phare qui attire l'attention du public.

pourquoi

Par nature l'eau exige une gestion rigoureuse, car elle est RARE et très TECHNIQUE. Rare parce que sa disponibilité est limitée, et ce qui est disponible est souvent pollué; et technique dans le sens où sa gestion et sa purification requièrent des compétences avancées en chimie et ingénierie. Le fait que l'expertise nécessaire pour gérer l'eau est souvent tenu par des gouvernements peu transparents ou d'entreprises à but lucratif met en danger le droit universel à l'eau. Nous croyons que la purification, la gestion, l'utilisation et la réutilisation de l'eau peuvent devenir durable uniquement si elles sont intégrées dans des réseaux caractérisés par la proximité et la solidarité.

Par sa présence en espace public, Eau Propre | Proper Water veut poser des questions sur l'eau dans la ville de demain, décliné en 5 questions concrètes:
1. Qu'est-ce que l'eau propre?
2. Où trouver de l'eau propre?
3. Comment faire de l'eau propre?
4. A qui appartient (qui à droit à) l'eau propre?
5. Quel est le coût de l'eau propre?

Ce projet veut créer des liens entre initiatives citoyennes et politique, créateurs et ingénieurs, main d’œuvre spécialisée et industriels en mettant en débat ces questions autour de 3 axes:
1. une gestion de l'eau décentralisée et appropriée/-able
2. le droit à l'eau, l'accès à l'eau
3. les nouveaux métiers de l'eau

- première installation public à partir du 16 juin jusqu'au 8 juillet 2012: terrain Eggevoort, Bruxelles
- les installations suivantes à Bruxelles seront décidées de façon collective en cours du processus avec le réseau des acteurs, partenaires et invités du projet Eau Propre | Proper Water

qui

City Mine(d) asbl est l'initiateur du projet. Pour la création et la construction du pavillon, elle collabore avec l'ingénieur-architecte Kathleen Mertens et le coordinateur du programme transition professionnelle de la Mission Locale de Forest Jacques Lechat. Avec ces deux personnes, City Mine(d) a déjà mené le projet LimiteLimite à Bruxelles et Belfast (1999-2004).
Pour la filtration de l'eau, l'ingénieur de l'eau Damien Smets et le chimiste Antoine Pacco ont développé le tube filtrant.
Par le partenariat avec Brulabo, la conformité aux normes de l'eau potable est vérifiée.

Als deel van het project Eau Propre | Proper Water, bouwen we een waterpaviljoen voor gebruik in de publieke ruimte van de stad.

wat

Het Eau Propre | Proper Water paviljoen is een houten constructie en ook een drinkwaterpunt (als het geregend heeft). Het is makkelijk op te bouwen en weer af te breken, en is een plaats voor ontmoeting, debat en uitwisseling, een plaats waar mensen samen komen en een antrekkingspunt in de stad.

- Eau Propre | Proper Water biedt een forum voor meningen over en activiteiten rond water in de stad van morgen: burgerinitiatieven, experimenten voor een gedecentraliseerd waterbeheer, artistieke en educatieve activiteiten, of zelfs beroepsopleidingen;
- Met zijn trechterdak vangt het paviljoen regenwater op en via een low-tech filtersysteem (zand, actieve kool en een UV lamp) maakt het er drinkwater van. Eau Propre | Proper Water is dus een publiek drinkwaterpunt waar iedereen drinkwater kan krijgen in ruil voor een beetje energie (om het water op te pompen);
-dankzij haar vorm en haar prominente plaats in de stad trekt het Eau Propre | Proper Water paviljoen de aandacht en wordt het een sleutelplek in de stad.

waarom

Van nature vraagt water om zorgvuldig beheer, omdat het enerzijds SCHAARS, en anderzijds zeer TECHNISCH is. Schaars want er is nu eenmaal niet zoveel beschikbaar, en wat er is blijkt vaak nog vervuild; en technisch omdat het beheer en het geschikt maken voor menselijke consumptie vragen doorgedreven vaardigheden in chemie en engineering. Het feit dat het vaak on-transparante overheden of op winst georiënteerde bedrijven zijn die deze expertise beschikken, vormen een gevaar voor het universele recht op water. Wij zijn er van overtuigd dat zuivering, beheer, gebruik en hergebruik van water enkel duurzaam kunnen zijn als ze ingeschreven worden in netwerken die gekenmerkt worden door nabijheid en solidariteit.

Door haar aanwezigheid op publieke plaatsen stelt Eau Propre | Proper Water vragen over water in de stad van morgen, die onderverdeeld kunnen worden in 5 vragen.
1. Wat is proper water ?
2. Waar vinden we proper water ?
3. Hoe maken we proper water ?
4. Van wie is (wie heeft recht op) proper water ?
5. Hoeveel kost proper water ?

Het project wil linken creëren tussen burgerinitiatieven en politici, ingenieurs en creatieve geesten, gespecialiseerde en industriële arbeid door acties en debatten te organiseren over deze 5 vragen, volgens 3 assen:
1. een gepast en gedecentralieerd beheer van water waarin burgers zich kunnen terugvinden
2. recht op water, toegang tot water
3. nieuwe beroepen rond water.

- toekomstige installaties in Brussel wolrden collectief besproken met het hele “waternetwerk” dat zich doorheen het projectproces vormt (initiatieven, partners en uitgenodigde deelnemers)

City Mine(d) is de initiator van het project. Voor de creatie van het paviljoen is er samengewerkt met ingenieur-architect Kathleen Mertens en coördinator van het opleidingsproject van de Mission Locale van Vorst Jacques Lechat. Met deze mensen heeft City Mine(d) al succesvol het Limite Limite project gerealiseerd in Brussel en Belfast (1999-2004). De filterbuis is ontwikkeld door ingenieur Damien Smets en chemist Antoine Pacco.
Brulabo voert metingen uit en test of het water voldoet aan de kwaliteitsnormen.

Jij kan ook meedoen:
→ breng een lege fles mee en vul ze met vers gefilterd water
→ stel je eigen stadswater workshop, presentatie, debat of experiment voor in het paviljoen
