MDA has a historical background. It was founded in 1972 by J.P. at Musahari Block in Muzaffarpur district in Bihar. The entire area of this Block was under the dread of land grab and naxal violence due to differences of opinion regarding the ownership of land. Social peace was at stake. The relation was challenging between the landowners and the Nuxalites. All the organs of administration had become silent spectators and had let off the people on their fate. The then Government was helpless, and quite at its wit’s end to do any positive action to stop the violence of misunderstanding through any means. J.P. one of the great freedom fighters, renowned revolutionary leaders and the terror of his time against the British rule in India could not stop himself coming in the public realising his conflicting spirit over the issue of legal land distribution and grabbing the land. He, as a high moral authority interfered in that alarming affair of human disintegration which was gainning ground more and more day by day in this area. In order to settle the problem by peaceful means and passive resistance, the well known socialist and Survoday leader J.P. once again rose in the same strong stature and spirit as he was in the age of his youth for the cause of nation. This is the reason for which J.P. founded Muzaffarpur Vikas Mandal (MDA). He remained and kept on guiding this institution as its President till the last breath of his life and even today he is the guiding force and living source of inspiration for all of us so we are bound to follow his footprints out and out.
It is a matter of pride that this is the very Musahari village where J.P. wrote his booklet entitled “Face to Face” or “Amne Samne”. J.P. was a man of vision and knew well how to translate his vision into action. He witnessed the stark reality of society from the close quarters while he was staying in Musahari. He thought on the disparity rampant in society of independent country, and invented strong instruments of concept to remove disparity, difference and discrimination leading to naked violence.
