About this Program

Our nation’s current approach to taxation and spending is inefficient, insufficient and unfair. Our tax system punishes work and savings, raises revenues far short of what we spend, and has become less progressive at a time of widening income inequality. Our complex tax code also suffers from an overall lack of transparency and a failure of coordination between different levels of government. The purpose of the Fiscal Policy Program is to reframe the national debate through concrete reform proposals -- such as replacing payroll taxes with a progressive national consumption tax -- that pave the way for a tax system that better reflects American values and a budget that better serves our most important national priorities.

This program is directed by Maya MacGuineas, who also serves as president of the Committee for a Responsible Federal Budget.

Social Security: The Unfinished Work by Charles Blahous

Americans are aware that Social Security faces substantial challenges in the decades ahead--and hold a wide variety of conflicting, impassioned views about how to render the program strong and beneficial going forward. Our national debate is nevertheless more polarized than it needs to be, says former White House adviser Charles Blahous, even given the depth of legitimate differences over the program's appropriate future direction. Unless we identify and understand our respective initial assumptions, he explains, we will not be able to fathom the conflicting policy initiatives that they drive. In Social Security: The Unfinished Work he presents some often misunderstood, basic factual background about Social Security. He discusses how it affects program participants and explains the true demographic, economic, and political factors that threaten its future.
