spacer The UNCT in Ethiopia, being the largest UN Country Team in Africa with 25 members, has been providing strategic support in its endeavors towards poverty reduction through important national processes, such as to the ongoing Government five-year development plan entitled the Plan for Accelerated and Sustainable Development to End Poverty (PASDEP), the Millennium Development Goals (MDGs) and the New Partnership for African Development (NEPAD), as well as projects and programs. Positive trends in macro and socio economic indicators are witnessed as a result of the implemented policies and strategies that are geared towards poverty reduction.  Ethiopia’s per capital income growth has, over the past half-decade, exceeded the average for sub-Saharan Africa. Being among the 6 pilot MDG Needs Assessment countries, Ethiopia continued recording progress towards the goals. Currently, the Country ranks among the few developing countries likely to achieve most of the MDGs targets. Progress has also been made in harmonizing the United Nations Development Assistance Framework (UNDAF) with the PASDEP, fully costing it and making the necessary budgetary provisions. Encouraging results have also been achieved towards increased recognition of human rights priorities in the country by Government, civil Society, private sector and other key stakeholders. The United Nations Development Assistance Framework, (UNDAF 2007 – 2011) remains the key development framework in the UN agencies’ engagements with the Government. spacer THE ELECTORATES AND THE 2011 GENERAL ELECTION IN NIGERIA Since May 1999, the country has travelled a long and difficult road on the path of democratic consolidation. The 1999 elections and in particular the 2003 elections were very alienating as far as the people were concerned. In the 1999 elections to a very large extent at state level, the results of the elections in spite of vote rigging corresponded in large measure to the areas of influence of then three dominant parties – the PDP, ANPP & the Alliance for Democracy [AD]. The presidential election result was disputed though. In the 2003 elections, the ruling party at the centre fought a war of attrition to expand its domination of the country and increase its sphere of influence. The electoral process was characterised by malpractices of various types, and voters were intimidated by the share display of raw violence. In some parts of the country the elections could be characterised as low intensity armed struggles. In this context, with popular vote no longer counting, the electorates were further alienated. This further reinforced the feeling that their votes did not count. The 2007 general elections consolidated this trend towards disfranchisement of the populace and the discountenancing of the vote of the electorates. It is little wonder that cases subsisting from that election are still in the courts or just being dispensed with; and that several of those declared results were upturned by the courts. spacer The African Ministers’ Council on Water (AMCOW), in keeping with its decision to institutionalize the annual Africa Water Week (AWW), is pleased to announce that the 3rd Africa Water Week (AWW3) will be held at the United Nations Conference Centre, Addis Ababa, Ethiopia, from 22 to 26 of November 2010. With only five years away from the Millennium Development Goals (MDGs) target date of 2015, the 3rd Africa Water Week will provide a unique occasion for taking a comprehensive stock of the challenges faced and progresses made across the continent towards achieving the goals and targets set on water and sanitation. Building on the momentum of the last Africa Water Week, held in Johannesburg, South Africa, the next Water Week will also be an opportunity to pin point and prioritize with precision the areas where Africa needs to do more and better than before in order to ensure that equitable access to water and sanitation makes a critical contribution in Africa’s progress towards sustainable development. The African Water Week represents a political commitment at the highest level where governments, regional institutions, international partners, the private sector, the scientific community, civil society, and the media from all over the world, and in particular Africa, meet to discuss and collectively seek solutions to Africa’s water and sanitation challenges.  Accordingly, the event aims to focus attention on accelerating implementation of the actions envisaged in internationally and regionally agreed goals and targets in the areas of water and sanitation. Over 1700 participants including more than 100 ministers and heads of agencies from developing and donor countries, emerging economies, UN and multilateral institutions, global funds, foundations, and 80 civil society organizations attended the Third High Level Forum on Aid Effectiveness hosted by the Government of Ghana in Accra, 2-4 September 2008.

The HLF3 allowed reviewing progress on the Paris Declaration implementation based on evidence collected by the Monitoring Survey applied in 54 countries. In addition, the evaluation of how 8 recipient and 11 donor countries are implementing the Paris principles contributed to identify where more actions are needed to invigorate the aid effectiveness agenda and achieve the targets set for 2011.  An overall progress report provided an overview of work on the 56 commitments in the Paris Declaration, and a consolidated analytic overview of major “workstreams” intended to take stock, share experience, and disseminate good practices.
