He shot photomontages of nude girls in front of military equipment and evaded official sanctions by working as an art teacher in the countryside. He organized a Miss Riga contest so he could photograph girls. And from there his insanity continued. He ordered a bus and filled it with naked girls and drove it around town. He paid Soviet military personnel to pose in uniform with naked girls. He started his Pink Panther series, an odd alluring homage to popular culture. And he continued to do ever stranger photo sessions with ever stranger models, props, and situations. His work was expanding and his genius/madness was beginning to grasp at ever more delirious, delicious realities.

Just look at the gorgeous insanity he has been able to achieve! He's sabotaged standard Latvian parades with dozens of beautiful naked girls, throwing them into the fray and stirring up quite a scene! He's hired Soviet soldiers to pose naked with his girls. He's filled a bus with dozens of nude models and drove it around the streets of Riga. He has paid some of the most important gymnasts in the world to pose naked, setting off a huge scandal in the high-stakes Soviet sports world. He has taken 100 different women, removed their clothes, and photographed each of them sitting in the same chair! The fun never stops! Vulis's catch-phrase is "Maximal!" In many ways, Vulis is a symbol of his time and place. His time is the post- Soviet era, and his place is Eastern Europe. When the wall came down, walls came down.
