ClockingIT is a free Project Management solution, which helps your team stay focused and on top of things. It was created by Erlend & Ellen Simonsen, with contributions from a range of other people.
The project was started while Erlend was working as a consultant, and needed a way to keep track of how much time was spent per client and project. Earlier attempts in .NET and Java took too long or became too complex for one programmer to complete in a reasonable amount of time, but when Ruby On Rails was announced things started progressing nicely.
To get started, look at the tutorial (work in progress). It's not all that hard to use, but it might take some getting used to if you're unfamiliar with things like tags or milestones. You may also find the Frequently Asked Questions (FAQ) area useful.
If you're looking to run your own local installation, you should go to the getting the source page and follow the instructions on that page.

The source for ClockingIT is available under the open source MIT/X Consortium License. Major features planned can be seen in the Roadmap and development pages are found here.
Clocking IT is fairly simple to install on any Unix/Linux/OSX system with Book of ra Ruby and mysql available.
