This is the fourth year for the Web Caching Workshop. Not unlike the Internet itself, interest and participation in the Caching Workshops has doubled every year since the first was held in 1996. The 1999 workshop is being organized by NLANR and CAIDA, and will be held at the University of California in San Diego.

All submitted papers will be formally refereed by a program committee. The selected papers will be published in the workshop proceedings, and the authors will be invited to make a 20-minute presentation of their work. Papers which are not selected for publication may be invited for presentation as posters or as "works in progress."

The Fourth Web Caching Workshop follows the workshops held in Warsaw, Boulder, and Manchester.

The Fifth Workshop has been announced. It will be held in Lisbon, Portugal and is being organized by TERENA.
