We will need to replace $string['gpl'] in moodle.php with (I suggest) $string['gpl3'] and fix its callers (I can do it - just let me know)
The following files still mention GPL 2 or later (found using $ grep -r '2 or later' *)

Is it ok to just relicense them? Note the flvplayer especially...
I just fixed the installers so they properly mention GPLv3 in the Copyright notice. I am going to create a linked blocker for the wiki page issue.
