Epic Fail?

It happened one by one in different parts of the country.

In Brookes Point Palawan, local Comelec officials plugged in the PCOS machines that would be used to count the votes on May 10th and took them through their paces. In the presence of representatives of local candidates, they filled out ten sample ballots and inserted them in the machines. Eight of them shaded the name of Baham Mitra, the candidate for governor. But when the PCOS machine tallied the votes, Mitra got zero votes.

In Sto Tomas, Batangas, representatives of the Liberal Party candidate for mayor filled out the ten ballots, voting for their own candidates. But the PCOS machine counted the voted in favor of the Nacionalista candidate.

In Pasay, representatives of the mayoral candidate complained of the same thing.

Different candidates, different political parties, different parts of the country; same problem.  PCOS machines are not properly counting the votes. As the reports flooded into the ABS-CBN newsroom, the Comelec–asked for an explanation–said it had to do with the thin sample paper. Somehow, the thinner paper was causing votes for one candidate to be counted for the other. Later on, Commissioner Gregorio Larrazabal would clarify that the paper used for the sample ballots is the same paper used for the real ballots.

Today, the Comelec announced the suspension of the tests.

This is not the same as the other problems seen during the previous tests.  Problems in transmission and the jamming of the PCOS machines were relatively minor and were solved in a few hours. For example, in Batanes last month, the Comelec technician didn’t know how to configure the machine that would transmit the vote results to Manila. But a tech savvy cameraman (ABS-CBN’s Val Cuenca, actually) figured out how to configure the machine and the votes were transmitted.

This problem is different. It’s not caused by the weather or the ignorance of a technician. And it’s not isolated.

With less than a week to go before these same PCOS machines are going to be used for the real thing this is the last thing we need if we want an orderly credible election. Its the last thing we need if we want a smooth turnover of power on June 30th. But if you want an excuse to stay in office, this could be exactly what you want.

    A lot of round abouts here in COMELEC and they suspend the testing. They should have done the testing earlier of the year. Now they are scared how it turned out. A lot of loopholes after they have assured us of clean and orderly election. Scary scary

    And since the Comelec disabled the PCOS feature giving vote receipts to all voters, there is NO WAY to verify the ER count against the actual votes cast. In tests, the teachers can immediately check the votes cast against the ER count. During the elections, there will be check by the BEI. The PCOS will tabulate and transmit. We will NOT know if the May 10 count reflects the real votes. Its time for a 100% manual count.

    The question to ask is, what percentage of the machines that have been tested failed in this way? Is there a ready explanation and fix from Smartmatic? If it’s hardware error, are the 6000 replacement PCOS machines enough?

    The last time, when Comelec bought thousands of voting machines, and spent millions of pesos, no one was held accountable. It was just another anomalous contract swept away.

    This time, it won’t just be money that is wasted. The succession of this government is at risk. And that puts the country at risk.

    At this point, it doesn’t seem like the problem will be a stolen election. It looks like the entire election will simply collapse, as machines break down all over the country.

    Ricky, you guys should start asking questions about accountability, in case that happens. Comelec was responsible for 1. Identifying a qualified vendor, capable of of supporting a nationwide election, 2. Ensuring that the process included specific safeguards to prevent tampering with election results, as well as safeguards to prevent failure of equipment, and 3. Adequately testing the equipment and the procedure.

    In my view, Comelec has not met any of these obligations.

    If (or should I say “when”) the election breaks down, do we intend to follow any legal process to hold those government employees accountable? If they had done their jobs correctly, none of this would have happened. At the very least, these officials seem incompetent (which is punishable for a government official), and at worst, they engaged in sabotage.

    I think it’s high time to overhaul the Comelec system. We need new laws and operating procedures, to ensure that this body cannot operate with the same kind of impunity that they do today.

    I knew this would happen, we Filipinos are excellent in cramming.. They should have done the purchase, training and test run a year or even 2 years before the election, in case some technical problems occured, so Comelec can asses and fix the issues immediately.

    I guess they should implement manual count and the incompetent people in Comelec should resign…

    How are the votes counted in the first place? How are they transmitted? How are they stored? These machines are not lotto-card-readers machines.

    The tests that caught the PCOS errors are mandated by the law not later than 3 days prior to election day. These tests were supposed to be done on perfectly functioning machines to show the people that they are functioning and ready on E-Day. After the tests the PCOS are supposed to be sealed, to be opened only on May 10. What happened was the tests demonstrated the unpreparedness of COMELEC, SMARTMATIC and the machines. Now, if it were not for these tests, and the machines were immediately operated on election day, there would be no way for us to know that the PCOS miscounted because during actual elections NO manual count will be conducted and the choice verification function of the machines have already been disabled by COMELEC. Truly scary!

    I work in I.T. and have been keenly interested in how COMELEC and Smartmatic have gone about automating the single most important business process for a democratic company.

    From the very beginning, I thought that the project would be challenged to meet it’s objectives and here is why. Any project is constrained by three factors – schedule, resouces (finances) and scope, and project managers worth their salt will manage those variables to deliver a project successfully.

    Taking those principles into the COMELEC/Smartmatic context, we see that there is fixed scope (nationwide implementation), finances are what they are(DBM signed off and COMELEC agreed to work within the budget parameters) and the project end date was pre-determined (May 10, 2010). So what options are left for the project? Zip.

    Given this situation, I would not have touched this project with a ten-foot pole. It is as if the stakeholders wanted to make it as difficult as humanly possible for Smartmatic to succeed, and from the evidence we see before us, this is what is coming to pass.

    I place the blame squarely on the government institutitions that held up this project until the very last minute. Every senator, congress person, secretary, undersecretary, assistant to the secretary, commissioner and down the line — you have all put the electoral process at risk.

    So what now? People Power? I say no. I say we protect the process and make the COMELEC do the right thing. If the PCOS machines fail, and we can test this because of the provision to do spot audits immediately after the returns are sent, then we have to IMMEDIATELY plan for a manual count. Ditch the machine. Make sure that all the ballots are secure and intact. Prepare to count them just like we did in 1992, 1998 and 2004.

    Will it be perfect? Absolutely not. We all know what happened in 92, 98 and 04. But we learned to live with it. We learned to accept it. This is the only way we can potentially trust the outcome of the elections, this is the only way that we will have a chance to lay the foundation for a single Filipino nation to move forward.

    Later on we can sue Smartmatic for failure to deliver at a later date and curse telecommunication gateways to high heavens, that can all wait. What we need NOW, is for the COMELEC to do the right thing – put in the provisions for a manual count. Empower the people, make sure that our voice is heard.

    were you present when all these incidents happened, ricky? i just hope media is not exaggerating again. you do have that tendency. it’s ok to be concerned and all that, but it will hurt these elections even more if you do not show some restraint. and accuracy.

    The Comelec people are stupid, incompetent and unprofessional. Stupid in the sense that they should have tested these machines long time ago, besides they have many alibis whenever their machines fail. This only means that PCOS machine is absolutely unreliable and ineffective machine. They should have tried other options long time ago and that makes them incompetent. They never done their duties so well besides the fact that they’ve given so much time to prepare these things. We need intelligent, professional and reliable people in Comelec, people who think right and not stupid like them.

    You are right jansen, aside from that this country’s ComElec is laden with CORRUPT officials who are so trying-hard techie.

    That’s the problem with an institution who has employed so many law professionals and few technology pros and insisting a full-automated election. They are not even considering the advice of IT experts. I’m hoping this is not a disaster of epic proportions.

    TIM has been a long time player in the local IT industry. It’s owners should have at least had the sense of perspective to view the electoral exercise as just another moneymaking deal. They too, will be affected by any chaos resulting from a failure of elections. What were they thinking?

    Lost in all the noise about malfunctioning PCOS machines is the fact that the PCOS counted the votes for national posts correctly and accurately.

    Instead of postponing the whole exercise, why not just go ahead with the national and postpone the local to make sure all glitches there are ironed out well?

    They should have piloted the very machines (along with the Process, Policies, Supplies (paper etc) we are using this May 10 last elections… Since they did not do that then at min. they should do a parallel count should be ready to go Manual. Or they go Manual this May 10 and just automate in some areas (but even in those areas they need to do a parallel count) and consider that a pilot run for the next elections.

    This is very disturbing. I read an article today by Perry Diaz of Pinoy Weekly (May 1-7 issue). His article states “Who Owns Smartmatic-TIM?” Please have some time and read his article. Now, with todays drama unfolding before our eyes, a divine intervation had just happenned. The Comelec must revert to manual counting.

    The most worrisome thing is the report that Gloria Arroyo is worried about the PCOS problems. It means she is happy about this. And on cue, Atty Macalintal was reported to be suggesting a 15 day posponement of the election. Let’s wait what the other paid hacks like Belinda Olivares Cunanan, Alex Magno, Carmen Pedrosa, etc. will be mouthing next and we’ll have a clue on what evil plans they will be hatching.

    these people are so incompetent… and to top it all they do not even want to admit that they cannot handle the very mandate commissioned to them.

    We can make this work… let us be vigilant… we can make it work… guard your votes… report any anomalies take pictures on your mobile phones.

    Now more than ever im proud to be a Filipino… so many people are involved when before no one really bothered except old people.

    Elections will not fail this time people will not allow it.

    Philippine air force and private companies helicopters will help in the deliveries. Will this be chage to Smartmatic, because I believe thre contract to deliver these things is close to a billion? Many comelec officials in connivance with contractors are so busy stealing billions of people’s money, that their efficiency has been compromise.     Have to agree with Simon on this one. As one of the foreign observers stated in an interview at NAIA, “why did they wait so long to conduct the testing”? As for me, I know that the basic system works! It has worked in the US since the early ’80s. Its pretty much the same system that our High School and College SAT Tests are; filling in ovals to signify an answer. I truly believe that most of the anxiety, which is at panic level now, is based on a complete lack of understand of the system itself.

    However, I still wonder why COMELEC waits til the last second to do things! Like its decisions on election results. The Gov. of Pampanga is only now being told to step down because of election errors (counting or whatever)? What kind of s@#t is that? And here we are, a few days before the National Election and they are ONLY NOW testing the system? They had 6 years to get their act together but, because of the screwed up laws and procedures, everything gets put on hold until the last possible second.

    A guest on ANC (Karen Davlia) this morning stated that the “world is laughing at us” because of the Smarmatic-COMELEC problems. He’s half right. The world is laughing because the Philippines can’t (or won’t) wake up and join the Twenty-First-Century!

    when filipinos look back at history, this may be one of the bleakest time we ever had as a nation. even marcos would blush. in his time he was discreet abt it, culture even flourished. love of country encouraged… there was a sense there’s something at least to be proud abt.

    boy, these days, all we are predominantly known for are our domestic helpers–sa dami umaalis sa kawalan ng ikabubuhay in our own country. we are known to be poor–even africans worse than us economically have more pride it seems. foreigners mostly think we all are practical prostitutes too that they can pay to have their way. the way our government deals in its transactions are reflective of the state of affairs we are in and so can we blame them?

    government is supposed to take care of its people. what we are seeing is a government that enriches its admin at the expense of its people.

    It’s automation or bust, now. Do or die. With Congress’s prolonged indecisions and Comelec’s miscalculations and misjudgments, the much heralded automated election has come down to this Hail Mary situation where there are just too many unknown variables in play. In the real logical world, all the PCOS machines would have been in place months before the election, teachers/inspectors educated, power supplies assured, hardwares calibrated, softwares burnt and tweaked, networks built and set, and transmissions tested in site with at least a thousand test ballots each precint then counted for accuracy and efficacy. It’s the real Philippine world alright, but it’s not the logical world…unfortunately. We can hear the cries after the election already. Cheating! Recounts! Go back to manual counting! So what else is new? We have not grown. We have not learned. We have not developed. We are doomed to repeat this electoral history, albeit automatedly.

    I am an IT professional and have been in a lot of computerization projects big and small, some went smoothly, some did not.

    And I must say that Smartmatic’s handling of this particular computerization project is a disgrace to the profession, considering what is at stake here: the future of the country.

    This is the worst case of Project Management ever.

    This should be the last project Smartmatic does in this country. This should be the last job of whoever the PM of this project handles in that capacity.

    They treated this like it was a project for a mid-sized company. Disgraceful.

    I’m so very worried. I feel like I can’t breathe when I think of the mixed bag of useless results from each machine all over the country – it’s complete randomness the deciding future of our nation.

    I’ll be praying for everyone. And if prayers aren’t enough, we need to drag our weary bodies to EDSA once more.

    Even if we are weary, even if this method is ridiculously overused, I don’t think we can just let this one go.

    We sat in the morning sunshine enjoying the good-natured mood of our village Fiesta. A goon from the Vice Mayor’s office approached and distributed 500 Pesos per head to voters for their “merienda”. Thirty minutes later another goon approached, this one works for the Mayor, a political rival. Confused voters were given another 400 Pesos for their “merienda”.

    I don’t know why they bother really, because our Congressman, a named beneficiary of the ‘Fertilizer Scam’ is running unopposed. We are stuck with him even if we can’t stand him. His benefactor, Mr. Joc Joc Bollante is running for Governor of Capiz; he certainly has the money, if not the credentials.

    Meanwhile not far from here, five PCOS machines were destroyed by fire (was it part of the test?). Why not see if they work after they have been dropped from 5,000 feet?

    No one knows if the machines will function on Monday, least of all COMELEC and Smartmatic. We have purchased at vast expense a corrupt, semi-automated shambles. But don’t complain, for it could be worse. We could be living in Abra or Maguindanao.

    I awoke last might in a cold sweat. I had a nightmare that Pastor Quiboloy had proclaimed Gloria as Prime Minister.

    There are a lot stupid people in this country. Just look at the number of people who voted Erap and Binay. Both these crooks are with plunder cases, yet they garnered millions of votes. Which raises the question what part of plunder do most of us do not understand?

    We concentrated too much on the allegations particularly against Villar because he was one of the leading candidates as (and rightly so) it will matter if he is elected president. We did not mind the allegations against other candidates, including those running for vice-president. Now, all of a sudden, we are realizing…ooops! As for Erap, it is looking like we simply forgave and forgot. We have a lot of growing up to do!

    Noynoy needs to address the improvement of Philippine educational system…I thought it was said that voters nowadays are smarter, but seems the other way around. Majority of Filipinos are still dumb, with Erap on 2nd place, Noynoy on top is another thing. Filipino children should be trained how to be critical thinkers, keen observant, and with more common sense…unfortunately, its not the training ground in our society…:(

    too bad…I bet there’ll be more brain drains to come…

    I am wishing for a more able and competent president will be elected so we can reconsider returning to the Philippines one day, I’m sure most overseas Pinoys came across this thinking too.

    what a day in our democracy… now that noynoy is on the verge of putting this election under his belt, we should at least give him the chance to be able to steer this country around… it would be good though to have mar as the co-pilot, as i have serious doubts about binay’s integrity, etc.

    i have 1 question i have been itching to ask gordon… now that the election results are quite clear, does he believe in what the surveys indicated before the elections???

    The PCOS machines and the transmission of votes worked much better than many of us had predicted, so well done to COMELEC and Smartmatic and everyone involved. Let us at least give credit where credit is due.

    But I am still concerned about the hidden agenda behind this election. While all the attention is focused on the President elect, his Vice president and the twelve senators, Congressmen from the old Administration are being re-elected in sufficient numbers to give Mrs. Arroyo a potential overwhelming majority of loyal allies in the Lower House, exactly as some of us had predicted.

    How long before they elect her as Speaker of the House? And then they’ll change the Constitution.

    Moreover, who could forget the amazing hostage incident on March 28, 2007, when he entered a bus being held hostage in Manila in order to ensure the safety of the students on the bus and to try and talk the hostage taker into giving himself up? The fact that Dick Gordon also got into the bus, but not at the same time, and succeeded seems to have been forgotten.

    Perhaps one needs to be a film star to be idolized by the voting masses in the Philippines? When will we mature politically and elect people to office based on their proven track record of public service? Never!

    On October 19, 2009, the then Jose Marie Mortel Bautista legally changed his last name to Bong Revilla, officially making his name Ramon “Bong” Bong Revilla.[4]
