Council Accepts HCT Land Use Plan
At their August 14 meeting, the Tigard City Council unanimously accepted the recommendations in the Tigard High Capacity Transit (HCT) Land Use Plan.
This action formally recognizes the final recommendations of the Citizen Advisory Committee (CAC) for the project. Working throughout much of 2011
with staff and regional partners, the recommendations of the CAC lay a foundation for the city as we plan for future growth and investments.
Throughout this project, the project staff and the CAC heard from residents and stakeholders to determine the qualities that would, or would not,
be the right fit for Tigard. The plan focused on seven areas in Tigard and asked the following questions:
What areas will be right for new homes, jobs, shopping and services?
What types of neighborhoods will be desirable?
What changes are needed to help achieve these visions?
We heard from many of you throughout the process, and want to thank you for sharing your ideas and
priorities for Tigard. The final report is available here.
Project Update: August 2012
On August 14, City Council will consider a resolution to accept the final report of the Tigard High
Capacity Land Use Plan, which was presented to them on May 15, 2012. The presentation was well received
and council directed staff to finalize the report and return to them for formal action. The report
reflects the community values as understood by the Citizens Advisory Committee who worked
on the effort throughout 2011. This resolution alone does not change any Tigard policies or
obligate the city to any specific projects or investments. Rather, it is a guide based on
community values and principles that will inform future planning priorities for Tigard.
The plan also provides input to the regional
Southwest Corridor Plan.
This report is the result of many months of study, analysis and discussion by Tigard's residents,
city staff and representatives from other agencies including Metro and the Oregon Department of
Transportation (ODOT). It is intended to be a tool for Tigard to use in implementing the city's
vision for long-range growth, including potential High Capacity Transit (HCT) station communities
within its portion of the Southwest Corridor.
The report is presented in three volumes. Volume 1 contains the substance of the concepts
for seven potential station communities. Volumes 2 and 3 contain technical reports and
background documents that were used to develop the concepts.

Open House Recap—September 28
An HCT Land Use Plan open house was held on September 28 in the Tigard Library
Community Room. This event gave residents a chance to see what the city, citizens and
consultants have developed for seven potential station communities in Tigard and share
their feedback on the station community concepts.

Any way you look at it, growth will come to the City of Tigard over the next 20 years.
The Tigard High Capacity Transit (HCT) Land Use Plan is an opportunity to decide what this
growth will look like and where it should be located.
Spurred by Metro's identification of the SW Corridor as the next priority corridor for
high capacity transit, the Tigard HCT Land Use Plan will take a closer look at existing
and potential land uses in the general vicinity of the Pacific Highway Corridor.
The Tigard HCT Land Use Plan will develop land use concepts (or "typologies") of vibrant
station area communities/ neighborhood centers that could support transit investments in
a way that fits Tigard. These "typologies" will describe station community types and be
associated with different performance benchmarks. While the number and location of HCT
stations is unknown at this time, the HCT Land Use plan will identify 6-10 potential
areas where the typologies can be applied and refined.
Each of these areas can have its own look and feel, shaped largely by local residents,
businesses, and property owners who get involved. Community participation throughout
the process is essential to ensure that future transit improvements support the community's
vision for future growth and development in Tigard. The outcome of this work will
form the foundation of future planning efforts to identify alternative routes for HCT service.

What is High Capacity Transit?
Put simply, it is more reliable, faster, and carries more people than traditional bus service.
High capacity transit vehicles make fewer stops, travel at higher speeds, have more frequent service
and carry more people than local service transit such as typical bus lines. HCT can
operate in exclusive right-of-way and/or non-exclusive right-of-way. HCT includes
options such as light rail, commuter rail and bus rapid transit.
