To submit your abstract go to the ASME Congress 2013 web site www.asmeconferences.org/Congress2013/, then to the Track Mechanics of Solids, Structures and Fluids and open #10-24 Symposium on Fracture and Lifetime of Materials. If the website is asking you for a member ID number that means you have participated in an ASME event before.
