The concept that Phở HoaCali followed has proven to be a success. This success has led Phở HoaCali to become one of the best Vietnamese restaurants in San Diego, because of Mr. Nguyen. By 1994 Phở HoaCali expanded two new locations, one in Clairemont and another in Mira Mesa Blvd, San Diego California. By 2003 the third Phở HoaCali open its door in Rancho Bernardo Road.

In 2009 Phở HoaCali has changed its name to Phở Cow Cali due to trademark and its future franchise, independently-owned restaurant.
