Division of Administration

The Division of Administration is overseen by Vice President for Administration James R. Van Voorst, who is responsible for: all business functions, budget, physical facilities, construction, police and emergency response/recovery, human resources/payroll, training, conference and events support, auxiliary services, compliance and risk management, parking services, information technology , internal audit, affirmative action and campus legal counsel functions. He also leads the creation and development of University administrative policies and procedures.

Van Voorst has defined the division's prime responsibility as providing the infrastructure necessary for the University to achieve its mission in teaching, learning, research and public service. Division staff is dedicated to providing high-quality services and attractive, safe, functional facilities and systems for all that come to the campus. The results of our efforts can be recognized by the appearance and condition of campus grounds and buildings, and timely, accurate delivery of operational, financial and technical services. The division delivers seamless support to students, faculty, employees and campus visitors to make their time on campus as effective and productive as possible.

During difficult economic times, the division has provided leadership in cutting costs, establishing best practices for operations and service delivery, and financial and budgeting expertise. The campus has been successful in continuing its support of mission-critical services through innovation, adopting best practices and the capabilities of staff in the division.

Van Voorst joined Binghamton University in 2000, and was promoted from assistant to associate vice president in 2002. Prior to joining Binghamton’s administrative team, he served as controller for the University of Massachusetts at Amherst. Van Voorst was university accountant for the University at Albany for 18 years and prior to holding that position was a supervising auditor for the New York state comptroller. He earned his bachelor of science degree in accounting from Siena College and his master’s degree in accounting from the University at Albany. He has been licensed as a CPA in New York state since 1979, and is a member and past chapter president of the Association of Governmental Accountants, NY Capital Chapter.
