PlanMaryland is a statewide policy that sets a course to grow where it makes sense while protecting valuable resources such as waterways, farmland and forests. It aims to create sustainable growth by directing state agencies to target their resources to help achieve smart growth at the local level and for Marylands counties and municipalities to identify their growth and preservation areas to meet land use, planning and development goals.

State agencies
Maryland state agencies including the Departments of Transportation, Environment, Business and Economic Development, and Housing and Community Development can have a significant impact on how and where communities in Maryland grow.
PlanMaryland establishes target areas, articulated in maps that show growth and preservation areas, that align with local goals and plans. Designated areas are supported by the plans and programs of state agencies through their capital resources that prioritize those locations.
Local governments
PlanMaryland helps local governments determine how their towns, cities and counties can grow strategically where it makes sense and meets economic and social goals, and where they can preserve agriculture, forests, wetlands and other sensitive resources. All of that leads to improving quality of life in communities.
