TACLOBAN, LEYTE – Government is planning to tap into savings, possibly including those from the scrapped Disbursement Acceleration Program (DAP), to finance its P167.86-billion recovery program for Yolanda-stricken areas, Secretary Panfilo Lacson told abs-cbnnews.com Saturday.
