Local school superintendent suspended

The superintendent of a small school system is suspended and facing possible termination.

School board members say Cannelton Superintendent Al Chapman failed to manage the school finances, causing the district to fall behind on more than $500,000 of federal and state taxes.

Chapman is suspended with pay after alleged incompetence and neglect of duty.

School board members say Chapman not only failed to manage the school corporations financial affairs, but also didn't pay vendors.

In addition, board members say he misapplied proceeds, and has gotten the district more $500,000 behind in state and federal taxes.

Those unpaid taxes have led to penalties, interest and attorney fees.

School board members say all of this comes in a time when the district already faces hardships, due to cuts in state funding.

School board members say Chapman now has until December 22 to explain what has happened, or his contract will be terminated.

The note to Chapman & the reasons for his possible termination::

Incompetence

1. Failure to manage the financial affairs of the school corp in a prudent, reasonable, or professional manner resulting in financial problems and extra expense in the corp.

2. Failure to manage the budget and financial affairs of the corp in a prudent, professional, or competent manner resulting in unpaid vendors and misapplication of proceeds.

3. Failure to timely file state required Dept of Education reports and documents necessary for the appropriate conduct of school affairs.

4. Failure to disclose fully and in timely fashion to the Board all pertinent financial transactions and payments made to the superintendent and others.

Neglect of Duty

1. All reasons stated above.

2. Failure to make payment of state/federal taxes when due resulting in penalties, interest, and attorney fees incurred by the corp.

Other Good and Just Cause

1. All reasons stated above.

2. Failure to keep the Board fully informed on all matters critical to the proper operation of the Corp.

3. Failure to build up and maintain an efficient school system.
