Early Engagement Opportunity

Comment on the Senior Policy Operating Group to Combat Trafficking in Persons Draft Definition for "Recruitment Fees”

At the request of the Senior Policy Operating Group (SPOG) for Combating Trafficking In Persons, the Federal Acquisition Regulatory Council is considering a new definition for the term “recruitment fees” to supplement the new anti-trafficking regulations (FAR Case 2013-001) published on January 29, 2015, to implement E.O. 13627 and the End Trafficking In Government Act. The definition would apply to FAR subparts 22.17 (Combating Trafficking in Persons) and FAR subpart 52.222-50 (Combating Trafficking in Persons).

Early public input was received on the draft definition. This feedback will facilitate the Council’s development of a proposed rule, but will not supplant the rulemaking process.

Ms. Linda Neilson serves as the Deputy Director to the Director, Defense Procurement and Acquisition Policy, for the Defense Acquisition Regulations System (DARS). She chairs the Defense Acquisition Regulations (DAR) Council, and is responsible for developing and maintaining acquisition rules and guidance in support of DoD's acquisition of goods and services to support the Warfighter.
