CALL FOR APPLICATION REVIEWERS - Rochester Anti-Poverty Proposals


The New York State Commission has released a 2015-2016 New York State AmeriCorps Request for anti-poverty initiatives targeted in Rochester and Monroe County. The Commission expects to receive applications in response to this Request for Proposal by May 4, 2015. The Commission seeks reviewers who are available to travel to Albany/Rensselaer for a review period on May 11-12, 2015. Reviewers will be expected to spend up to two days and up to one overnight in the Albany/Rensselaer area, working as members of a team to perform the review. Exact time commitments will be determined based upon the number of proposals to be reviewed. Reviewers will be trained, and the review will be facilitated by Commission staff.

The Commission will reimburse reasonable travel/mileage expenses and overnight accommodations in accordance with NYS travel guidelines. The Commission will also provide working meals and will provide a fee per proposals reviewed and scored, based on federally-allowed consultant rates.

The Commission seeks experienced grant reviewers with relevant professional experience, including, but not limited to, one or more of the following fields:

  • • Non-profit management
  • • AmeriCorps program management
  • • Advanced education in social work, non-profit management, or related fields
  • • Government/philanthropic grants management
  • • Academic expertise or managerial experience with anti-poverty programming and initiatives


Reviewers should have cultural competence and proven knowledge of New York State’s diverse geographic, ethnic, and identity-focused communities. AmeriCorps alumni who completed service before December 31, 2010 are also welcome to apply.

The Commission cannot engage the following persons as reviewers at this time:

  • • Anyone working directly with, or serving on a board of, an agency that is currently operating a New York State AmeriCorps program.
  • • Anyone working directly with, or serving on a board of, an agency that plans to apply for New York State AmeriCorps funding.
  • • Anyone who has, or would have, a personal interest in the upcoming New York State Commission on National and Community Services funding decisions, whether programmatic or financial.
  • • Anyone who has a personal or professional conflict that would preclude a fair review. Reviewers will be expected to sign Conflict of Interest waivers for each application reviewed.


Anyone interested should send a resume to the New York State Commission on National and Community Service via email only to NewYorkersVolunteer@NewYorkersVolunteer.ny.gov. Please put “Call for Reviewers” in the subject line. Approximately 10-15 individuals will be selected dependent upon the number of proposals received. Selections will be made based upon relevant experience and knowledge of the subject matter of the RFP. Commission staff will contact reviewers no later than May 6, 2014.*

*All grant reviewers selected must agree that, in the event of a protest to the bid and/or any litigation resulting therefrom, the grant reviewers will, upon request, cooperate with the New York State Office of Children and Family Services (OCFS) in the response to the bid protest or defense of any ensuing litigation, should OCFS need the assistance of the bid reviewers for those purposes.

On Tuesday, April 14, 2015 interested participants attended a Bidders’ Conference at the Rochester Educational Opportunity Center, 161 Chestnut Street, Rochester NY 14604.

At the Conference members of the Commission staff presented on and answered questions about the RFP which was issued in concert with the work of the Governor’s Rochester Anti-Poverty Task Force. The Commission will consider proposals that will identify a single or multiple organization(s) or agency(ies)) to establish and administer an AmeriCorps program or programs specifically designed to address and ameliorate poverty in the City of Rochester and Monroe County.

Youth Opportunity AmeriCorps FY 2015 - Submit Applications Directly to CNCS


The Corporation for National and Community Service (CNCS) has announced new funding for a program jointly sponsored by the Department of Justice Office of Juvenile Justice and Delinquency Prevention (OJJDP) and the Corporation for National and Community Service (CNCS):

The Commission will not be accepting applications responding to this notice. The Commission strongly encourages those interested in operating a new Youth Opportunity Corps program in New York State to apply directly to CNCS as per the instructions in the NOFO.

These funds will create a Youth Opportunity AmeriCorps for economically disadvantaged individuals age 16-24 who are disconnected from school or work at least six months prior to service, convicted in the criminal justice system, or have been identified as at risk of incarceration.

Submission of a Notice of Intent to Apply is encouraged, but optional for this competition and is due Monday, April 20, 2015 at 5:00 p.m. Eastern Daylight Time. Please send the intent to by using this link:

Governor Cuomo Announces Commemoration of September 11th Day of Service by New York State Americorps Members


Governor Andrew M. Cuomo today announced that hundreds of AmeriCorps members from all corners of New York State will converge on Albany County to complete a community service project as part of the September 11th National Day of Service and Remembrance. The project is part of a two-day nationwide event that also marks the 20th anniversary of the AmeriCorps national service program.

“In the aftermath of September 11th, New Yorkers from every corner of the State came together to support one another, and we continue this tradition by volunteering in the memory of those who were lost,” Governor Cuomo said. “Volunteers like AmeriCorps members are part of a long history of service in New York State, and as we commemorate this important day I encourage all New Yorkers to come together and give back to their communities.”

The New York State Commission on National and Community Service – New Yorkers Volunteer, a Governor-appointed commission, uses the power of AmeriCorps to address some of the State’s most challenging issues, and encourages citizens to make a difference in the lives of their neighbors. More than 72,000 AmeriCorps members in New York have completed more than 110 million hours of service since 1994.
