2016 FOCI Conference Dates Announced
The DSS Annual FOCI Conference for Outside Directors and Proxy Holders will
be held at the MITRE Corporation Conference Center in McLean, VA on Tuesday,

The DSS Annual FOCI Conference for Facility Security Officers will be held at the MITRE Corporation Conference Center in McLean, VA on Wednesday, April 20, 2016.
Invitations and registration requirements will be forwarded to eligible participants in March 2016.

Annual NISP Cost Collection Survey deploys on Jan. 15, 2016
January 15, 2016 - February 1, 2016: As the Executive Agency for the
National Industrial Security Program (NISP) under Executive Order 12829, the
Department of Defense is required to provide the Information Security
Oversight Office (ISOO) with an estimated annual cost to Industry of
complying with NISP security requirements. (more)
DSS determines the costs by surveying contractors who possess classified information at their cleared facility. Results are forwarded to ISOO and incorporated in an annual report to the President.
To meet this requirement, DSS conducts a stratified, random sample survey of contractor facilities using a web-based survey and Office of Management and Budget (OMB)-approved survey methodology. Since the sample of cleared facility participants is randomly selected, not all facilities will receive the survey. The survey will be fielded on January 15, 2016 and remain open through COB February 1, 2016. Participation is anonymous. Verification of the legitimacy of the Survey URL can be obtained through your Cognizant Security Office. If you have any questions, please direct them to our mailbox: PSIProgram@dss.mil.

Delay in processing PSI-Is:
Under the spending limitations of the Continuing Resolution in place for the first three months of fiscal year 2016, DSS did not receive authority to fully fund Personnel Security Investigations for Industry (PSI-Is). (more)
As a
result, DSS had to limit the number of investigation requests (eQIP) submitted to the Office of Personnel Management to stay within its budget authority. This resulted in a delay in processing some investigations. Now that there is a fiscal year 2016 budget in place, DSS expects to receive its full authorization for PSI-Is. Once this occurs, DSS will resume full processing of PSI-Is starting with the oldest cases in the inventory. However, DSS expects it will take some time to clear the inventory and achieve the previously established standard of processing eQIPs within two days. DSS will continue to work directly with facility security officers to advise them of the status of their cases.

Click-to-Sign Users
When an applicant ops-out of click-to-sign (C2S), please submit signature pages within three business days from the date an investigation request is sent to the Personnel Security Management Office for Industry (PSMO-I). (more)
The signature pages can be transmitted to PSMO-I via Safe Access File Exchange (SAFE) (https://safe.amrdec.army.mil/SAFE/). Please complete the SAFE request, following these specific instructions: Annotate "SF86 Signature Pages" in the Description of File(s) box and click2sign@dss.mil in the Recipient Information Email Address box. When manually entering the click2sign@dss.mil email address, ignore the warning "Do not send SAFE packages to group email accounts." Under Email Settings select the first three checkboxes only, Encryption and Notifications. Please upload the signature pages as separate documents using the following naming convention: LAST NAME.PAGE TYPE.DOCUMENT TYPE. For the page type please use: CER for the certification page, REL for the general release, FCR for the credit release and MED for the medical release. Naming convention example: "Smith.CERT.pdf".

PSI Data Collection —
The Defense Security Service (DSS) is responsible for projecting Personnel Security Investigations (PSI) requirements each year.

Annual projections, acquired by DSS from Industry through PSI data collection are a key component in DoD program planning and budgeting for National Industrial Security Program (NISP) security clearances. As part of this data collection, each facility in the NISP provides estimates of their PSI requirements for the next three years by type of investigation (initial/ reinvestigation Top Secret, initial/ reinvestigation Secret/Confidential).
As in years past, the annual data collection of PSI projection requirements will be conducted in the spring. Effective 2016, data collection will be conducted through the Electronic Facility Clearance System (e-FCL). In preparation for this upcoming data collection, please ensure that your e-FCL login (your email address) and password are current. Password resets can be completed on the e-FCL login page.
If your facility is not registered in e-FCL, DSS will establish an account for you. A completed e-FCL package is not required to participate in the data collection; only an established account is necessary to input the PSI requirements.
