José Cisneros is the elected Treasurer of the City and County of San Francisco. As Treasurer, José serves as the City’s banker and chief investment officer, and manages tax and revenue collection for San Francisco. He’s a passionate believer that all San Franciscans are responsible for the City’s financial health, but that residents need to be financially empowered to make a difference. He led the effort to create the Office of Financial Empowerment.

Amanda Kahn Fried
Interim Director of the Office of Financial Empowerment
Amanda oversees policy and legislation for Treasurer Cisneros, and is serving as Interim Director of OFE. She previously worked as Deputy Director in the Mayor’s Office of HOPE for Mayor Ed Lee, and as a Senior Advisor to Deputy Mayor Linda Gibbs in New York City. She earned a B.A. in Political Science and Urban Studies from Stanford University, and an M.P.A. from the New York University Wagner School of Public Service.

Jacob DuMez
Manager, Policy and Programs

Jacob leads program development and oversight for a range of OFE initiatives focused on access to financial products and services, financial capability, and public-private partnerships. Jacob’s role at OFE includes policy analysis and advocacy on issues including prepaid and bank products, electronic payments, lending, and bank regulation. Prior to joining the OFE Jacob managed housing and economic development programs at the National Urban League; previous work includes program and organization analysis in the philanthropic sector. Jacob received his undergraduate degree from Princeton University and an MPP from the Goldman School of Public Policy at the University of California, Berkeley.

David Augustine,
Tax Collector Attorney

In addition to service as the City’s Tax Collector Attorney, David has served as policy and programs manager for the Office of the Treasurer. In that role, he’s helped implement Bank On San Francisco, the Working Families Credit, and Kindergarten to College. David has worked for the Treasurer’s Office for 6 years. Prior to that, he worked for the Orrick law firm and the New York City Mayor’s Office. David holds a B.A. in Political Science from Swarthmore College, and a J.D. from Stanford Law School.

Pauline Marx,
Chief Assistant Treasurer

Pauline serves as Deputy to Treasurer José Cisneros and manages investment, banking, cashiering, remittance, customer service, and administration for the Office of the Treasurer and Tax Collector. She joined the Office in January 2005 after nine years as Finance Director and Treasurer for the City of Emeryville. In addition to her work with this office, she serves on the board of directors of the California Society of Municipal Finance Officers. Pauline earned her undergraduate degree from the University of Michigan, and an MBA from Yale School of Management.

Carol Lei
Kindergarten to College Program Manager

Carol Lei joined the Office of Financial Empowerment, June, 2014, as the program manager for its Kindergarten to College (K2C) program. Prior to her focus on K2C, she was a program manager for Parents for Public Schools of San Francisco, personally working with thousands families to enroll and be involved in the San Francisco Unified School District’s public schools. She is a UC Berkeley Business School graduate and was a corporate employee in the high tech industry before running her own consulting business, focusing on management, team development, and diversity in the workplace.

Annie Liu
K2C Outreach Coordinator

Annie supports all aspects of the Kindergarten to College program in providing outreach and coordination to schools, community agencies, and families. Prior to joining the OFE in mid 2013, Annie worked at Jumpstart for Young Children, managing an intergenerational volunteer program. In her time at the Family Nurturing Center of MA, Annie oversaw a collaboration with the child welfare system in engaging community residents and providing support services for families. Annie received her B.A in Human Development and Psychological Services from Northwestern University and an M.Ed from Harvard University.

Marna Romanoff
Program Coordinator of the Office of Financial Empowerment

Marna supports all OFE programs, including Kindergarten to College, Bank on San Francisco, the San Francisco Smart Money Network and CurrenC SF. Prior to joining the OFE, Marna worked in higher education as a communications and marketing coordinator. Marna received her M.A. in International Relations from Waseda University in Tokyo, Japan.
