Water Quality Permitting Section

The Water Quality Permitting Section consists of two branches with staff located in the central offices in Raleigh, as well as DEQ's seven Regional Offices.

The Wastewater Branch is responsible for permitting and compliance in accordance with the federal National Pollutant Discharge Elimination System (NPDES) program for wastewater that discharges directly to waters of the state.

The Collection Systems Program (within the PERCS Unit) is reponsible for the various pemitting programs for wastewater collection systems.  Oversight involves wastewater collection construction, operation and maintenance, and enforcement.

The Pretreatment Program controls and documents the discharge of wastewater from Significant and Categorical Industrial Users to the Publicly Owned Treatment Works.

The Wetlands Branch includes oversight of the state's Wetlands 401 Certification program and express permitting unit, transportation permitting, nonpoint source compliance and oversight, and wetlands program development.
