Saw your Garmin HR problems on Twitter...try this:
1) Get rid of all moisture inside the battery compartment
2) I would clean the metal contacts inside the battery compartment with rubbing alcohol and then dry completely
3) Make sure the bendable metal contacts have enough flex to make a solid contact.
4) Some batteries appear to be the right size but wrong NUMBER. Check on-line for exact battery number
5) make sure your chest strap is tight enough and has a slight moist contact with your chest
4) See if a friends HR strap works with your garmin as a test.
5) Soft RESET the Garmin

Usually, the problem is in the battery compartment. If the metal contacts get dirty or oil on them, it won't make a solid connection.

No problem, I have trouble every 6-9 months and when I take care of the battery compartment, it is usually the problem.
If you see signs of rust, get rid of it. Wipe/scrap gently
There is also a rubber seal which is probably warped if you see signs of water in the battery compartment.
That's kind of shaped like an oval....
