Information and communication are necessary to ensure that national telecom regulatory authorities can perform their responsibilities efficiently and effectively. The laws and regulations governing the sector must be known if they are to be effective. Consumers need to know their rights and the channels available for them to seek redress. If information about the sector is available in a meaningful form it be used to evaluate performance and highlight areas in need of improvement. If not, it can conceal failure and impede development. Transparent information and communication practices are an indicator of a credibile regulator and attract investment in the sector.

One of the key communication channels available to a national telecom regulatory association is its website and this book is the first near-global effort to establish benchmarking indicators to evaluate the websites of national regulatory agencies. It discusses in depth the state of regulatory authority websites in Africa, Asia, the Caribbean, Latin America and North America and an annex provides a one page snapshot of the websites of the websites of 93 telecom regulatory authorities.

An interactive and transactional Internet presence is rapidly becoming essential for all organizations as the major instrument for effective information gathering and communication. For the future, the Internet makes possible major improvements in the international networking of NRAs among themselves as part of a learning process of identifying and employing best practices in all areas of regulation, not just website development. This report provides an important step in preparing for this possibility.     I just have few comments on your chapter regarding the benchmark indicators for African National Telecom Regulatory Authority Websites. In the section dealing with central african countries, you have mentioned that DRC National Regulatory Authority does not have a website. Please try the following the link www.arptc.cd/index.php

    Great that DRC how has a website. You will note that the research unfortunately begun in 2008. As there was a cut of date on the research we did not incorporate any website that came in after September 2008. We will ensure to incorporate it next time.

    There were some typos for Chapters 4 & 5’s Headings for the the word ‘Regulatory’ that was printed as ‘Regulary’ instead. These were in the the download version. regards,

    Egypt’s National Telecom Regulatory Authority placed a note in its website about the publication and the ranking of its own website.

    Sudan’s National Telecom Regulatory corporation change it is web site from 2008 t0 2009 , the report well be updated to face this changes and the reduce of data that the web site provide to users.
