“At the current rate of uptake the haulage industry faces a 30% shortfall in qualified drivers once the cut off date is reached. it is estimated that there will be some 400,000 drivers trying to get their 35 hours training in by the dead line, in other words a large number will miss out.

Despite some drivers thinking that driver CPC will be retracted this is far from the governments plans, the Transport Select Committee said that the “Driver CPC regulations are here to stay, “The regulation for training drivers is not going to go away, and will only be regarded as increasingly important for the success of the British economy and the professionalism of the industry. 

The driver CPC is seen as key to driver professionalism, crucial to continuous learning and development and will improve Britain’s competativeness and safety standards in the European market and beyond.”

All LGV / HGV / PCV drivers are required by law to complete 35 hours JAUPT approved training every 5 years. So now is the appropriate time to act.

If unfortunately you leave it too late, then the greater the chance of not completing the required training by the deadline of September 2014 (LGV / HGV) or 2013 (PCV) therefore risking losing your ability to drive commercially.

Once drivers of (LGV /PCV) have completed their 35 hours of CPC periodic training they will be issued with a Driver Qualification Card (DQC).

It is unlawful to drive professionally anywhere in the European Union without a DQC. (Existing drivers can use their current vocational driving licence as proof of their Driver CPC, however this will only apply until 9th September 2014 (LGV / HGV) and 2013 for PCV.

What happens if you haven’t completed your 35 hours of CPC Periodic Training by September 2014? (2013 for PCV) You will no longer have legal entitlement to drive an LGV / PCV commercially.

It will be an offence under the Vehicle Licencing Law to drive a vocational vehicle without holding a DQC, or to cause or permit a driver to so do.

The driver will also commit an offence if asked to produce their (DQC) card at a police or VOSA roadside check point.

The penalties are for non compliant are:

Driving without a DQC: £1000 fine

Causing, permitting or aiding and abetting: £1000 fine

Failure to carry DQC: instant on the spot fine

Forging or falsifying documents: 2 years imprisonment / fine or both.

Driver Periodic CPC training is designed to confirm and expand existing knowledge and skills of each driver to ensure that they continue to be safe, courteous and fuel efficient drivers.

The EU passed the Driver CPC periodic training EU Directive in 2003. This affects all professional PCV and LGV drivers. For new drivers it introduces a new initial qualification – the Driver Certificate of Professional Competence (Driver CPC) which increases the amount of knowledge that drivers will need before they can drive.

For new drivers who wish to become LGV / HGV drivers the initial qualification includes a four hour theory / hazard perception test, a Module 2 CPC case studies test (unnecessary if holding a full C1 7.5t licence) and a one hour driving test, plus a  CPC case studies Module 4 practical test when combined with the licence acquisition tests.

All drivers, new and existing will then have to undertake 35 hours of driver CPC periodic training every five years to ensure that their driver CPC is current. This is known as Periodic Training.

It is important that you allow yourself enough time to complete your driver CPC periodic training within the five year period. There is no advantage in delaying your periodic training. The sooner you train, the sooner your knowledge and skills will be refreshed and updated, which will enhance your professionalism., there are approximately 900 thousand drivers who need to complete their driver CPC periodic training by September 2014 so don’t leave yours until its too late, NO 35 hours CPC training means NO LEGAL RIGHT to drive an LGV / HGV commercially after September 2014.

Only courses that have been approved by JAUPT and are being delivered by a training organisation that has been approved by the Joint Approvals Unit for Periodic Training (JAUPT) on behalf of the Competent Authority will count towards the Periodic Training requirement of 35 hours. When does it start?

The Directive came into effect on 10th September 2008 for the PCV sector and on 10th September 2009 for the LGV sector.

 

What licence categories does it affect?

Category C, C+E, C1, C1+E, D, D+E, D1, D1+E.

If you currently drive a 7.5 tonne vehicle or a minibus with more than 9 passenger seats on a Cat B car licence under grandfather rights, you will need to take a driver CPC as this will be classed as LGV Class C1 or PCV Class D1.

 

Owner Drivers

The Certificate of Professional Competence for an owner driver will not cover you under the new regulations. The new Driver CPC Periodic Training course follows a different curriculum and covers operational topics such as safe and fuel efficient driving to name but a few.

 

If you already have a full LGV or PCV licence

You will not have to take any kind of exam. But you will have to ensure that you undertake 35 hours of relevant training in the five years from the start of the CPC training cycle – September 10th 2008 for PCV and 2009 for LGV. If you hold both C and D licences currently you will not have to undergo two separate Driver CPC’s, one will cover both.

  • Social environment of road transport
  • Responsibilities regarding initial qualification and periodic training.

 

Training Sessions

Thetford Transport Training have been approved by JAUPT / the Driving Standards Agency (DSA) for Driver CPC Periodic training throe the R.T.I.T.B Consortium. Each separate training session must last at least seven hours in 24 hour period, but those sessions can be spread over several years or delivered in one week. The total requirement is for 35 hours training in a five year period.

Penalties

The Police and VOSA officials will ask to see your Driver CPC Periodic training card at roadside checks or if you have been involved in an accident. The cards are issued when acquiring your Category C, C1, D or D1 licence for new drivers, and after completing 35 hours training for existing drivers.

Thetford Transport Training are one of the few training centre’s who issue you with a data base registered R.T.I.T.B certificate to verifier your CPC training which you can produce to VOSA officials up to and until 35 hours have been completed after which you will receive your Driver Card.

Exemptions – the following are exempt

  • Driving a vehicle with a maximum authorised speed which does not exceed 45 KM/H.
  • Driving a vehicle under the control of or used by the Armed Forces, Civil Defence, Fire Service or Forces responsible for maintaining law and order.
  • Road testing vehicles for technical development, repair or maintenance purposes, or for driver training.
  • Driving a vehicle carrying materials or equipment for use in the course of work providing that driving that vehicle is not their principle activity.
