Quality Performance

ANCOR is committed to creating quality supports and services. Through its innovative Performance Excellence Initiative, ANCOR is bringing practitioners and industry experts together to help drive the development of quality supports for individuals with disabilities.

Originally developed in 2004, ANCOR's Performance Excellence Initiative seeks to:

  • Galvanize community service providers' commitment to quality based supports and services
  • Drive continuous quality improvement within provider organizations
  • Support the evolution of cost-effective community based supports
  • Define the terms for provider reimbursement and assessment purposes

These objectives are being accomplished through a multi-dimensional approach to quality, including:

 

Principles, Standards and Quality Pledge

ANCOR invites each member organization to sign a Principles, Standards and Quality Pledge, committing their organization to continuous quality improvement and enhancement. Over 95% of ANCOR members have signed the pledge to date and proudly display it in their organizations.

Performance Excellence Quality Markers Framework

With input from providers and other stakeholders, ANCOR has constructed a quality markers framework that identifies the critical components of organization performance excellence. Based on the nationally recognized and employed Malcolm Baldrige criteria (a national quality program endorsed by the Department of Commerce), this framework identifies over 80 quality markers for performance excellence organized around 8 universally accepted components of business operation. Connected to these markers are easily accessible resources, consultants, training opportunities and industry model practices to support quality improvement in both day-to-day business operations and, most important, the lives of individuals with disabilities supported through community services.

Performance Excellence Benchmarking Project

A commitment to excellence is only the first step. Having the means by which to assess and address how well an organization is performing is critical. Through a partnership with DEYTA, a national statistical research firm, ANCOR has developed a national performance excellence benchmarking system for providers by providers.

This project currently tracks these key drivers of quality outcomes for people with disabilities:

  • Abuse neglect and exploitation
  • Consumer satisfaction
  • Direct support staff retention
  • Direct support staff turnover
  • Employee satisfaction
  • Family/guardian satisfaction
  • Medication errors
  • Preventative health care (in pilot phase)

Consultation and collaboration with the following groups have helped create these valid and reliable metrics for this project:

  • American Academy on Developmental Medicine and Dentistry
  • American Health Care Association
  • DEYTA
  • Human Research Services Institute
  • Labor Relations Alternatives
  • National Association of State Directors of Developmental Disabilities Services
  • United Cerebral Palsy
  • University of Minnesota, Research and Training Center on Community Integration

Over 260 operations supporting 58,000 individuals with disabilities participated in the 2009 data collection process related to these key drivers of quality.

Additional participants in this critical project are anticipated in 2010. Participate in the only initiative developed for providers by providers and help define the standards by which organizations will be assessed for reimbursement purposes today!
