JEA's COO Scheduled for Tuesday General Session Dr. James M. Chansler, P.E., DPA, Chief Operating Officer, JEA will address conference attendees on Tuesday, April 24 beginning at 8:45am. Dr. Chansler has been employeed at JEA since June, 1997 and has worked in City and County Government for 38 years in various capacities ranging from Assistant City Manager and Department Head to Laboratory Technician and Utilities Plant Operator.
