Governor Corbett delivered his FY 2012-13 budget Tuesday, February 7, to the members of the General Assembly. Funding for Pre-K Counts and the Head Start Supplemental was sustained at the amounts reduced during January's budget freeze which cut both programs by 5% from the FY 2011-12 enacted budget. The Governor's budget proposal assumes additional savings of $1.5 million within the Pre-K Counts budget through reductions in costs to administer the program.
Child Care Works and Keystone STARS did not get off quite so "easy". The Governor proposes to cut the child care budget by $24.157 million or 7.4% from the enacted FY 2011-12 budget. While the current waiting list for child care subsidy is nearly 10,000 children, the Governor's proposal would reduce access to subsidies for over 3,000 children from low income families.
The budget proposes savings in child care by decreasing reimbursement rates for unregulated relative and neighbor care. Attendance and work hour requirements will be tighten to ensure Child Care Works supplements are being utilized by parents who need services due to work commitments, and for children who are attending on a regular basis. As noted in budget materials, savings are expected to result from reducing the number of paid absences. (2/8/2012)
