OAH: A Minnesota Executive Branch Agency

Minnesota's State Government is divided into three branches: Legislative, Executive, and Judicial.  The Office of Administrative Hearings (OAH) is a quasi-judicial agency in the Executive Branch.

The Executive Branch consists of five constitutional offices (Governor, Lt. Governor, Secretary of State, State Auditor, Attorney General), 24 executive departments, and numerous independent state agencies and semi-state agencies.

OAH's Chief Judge is appointed to six-year term(s) by the Governor.  Chief Judge Raymond R. Krause is currently serving his second term which will expire in 2016.

OAH Court Services

Once a matter has been initiated, the Office of Administrative Hearings (OAH) offers a variety of services, including, but not limited to, hiring interpreters, court reporters and security, transcribing hearings, mediation and coordinating video conferencing options.

OAH St. Paul Location

The main office space for the Office of Administrative Hearings (OAH) is located in the Harold E. Stassen Building at 600 N. Robert Street, St. Paul, Minnesota.

The Stassen Building is part of the Capitol Complex and is also home to the Minnesota Department of Revenue. The OAH maintains ten hearing rooms at this location.

Metered visitor parking is available in the 14th Street Lot at the corner of 14th Street and Robert Street or in Lot W at the corner of 14th Street and Jackson Street. The 14th Street Lot only accepts coins. The meters in Lot W accept both coins and debit/credit cards.

OAH Duluth Location

The Office of Administrative Hearings (OAH) has a second office located in the Duluth Government Services Center (GSC) at 320 W. Second Street, Suite 714, Duluth, Minnesota. The OAH maintains three hearing rooms at this location.

Metered visitor parking is available across the street from the GSC in the Green Lot on Second Street. Additional hourly parking is available at the Holiday Inn Ramp located at 200 West 1st Street, Duluth, Minnesota. This ramp is connected to the GSC via skywalk.

Municipal Boundary Adjustments

The Municipal Boundary Adjustment (MBA) Unit of the OAH administers and adjudicates the uniform system of municipal boundary adjustments codified in Minn. Stat. § 414. Legal orders are issued for the creation or dissolution of municipal boundaries through incorporation, consolidation, annexation or detachment of land.

MBA staff review and facilitate approximately 250 petitions for boundary adjustments annually. The majority of petitions are from property owners; the rest are from cities and townships. All adjustments affect local government, as well as property owners, and have the potential for conflict or agreement. Consultation and technical assistance on issues relating to municipal boundary adjustments is available.
