Airport Spur Construction and MKE Airport Access Restrictions to/from I-43/94 (Downtown Milwaukee)
As part of I-94 N-S Freeway Reconstruction Project, WisDOT is reconstructing the Airport Spur Highway (STH 119). As part of this reconstruction:
- the WB direction of Airport Spur (leaving the MKE Airport) is closed to traffic until late 2012.
- the EB direction of Airport Spur (into the MKE Airport) will remain open throughout the duration of the project (except short-term overnight closures).
- I-43/94 SB traffic (from Downtown Milwaukee) can not exit at the Airport Spur. Traffic should use Howard Ave or College Ave to access the General Mitchell International Airport until mid 2012.
See below for specific information/detours:
Click here for a project brief regarding the closure of the WB Airport Spur.
Click here for a graphical representation of the MKE Airport access restrictions from Downtown Milwaukee.
Traffic exiting the General Mitchell Airport should follow these detour routes:
From General Mitchell International Airport to I-43/94 NB (toward Downtown Milwaukee):
- From Airport, traffic heading to Downtown Milwaukee will need to exit to Howell Avenue and turn right (north) on Howell Ave to Howard Avenue. Turn left (west) on Howard Ave to access I-43/94 NB.
- Traffic heading to Downtown Milwaukee can also use Howell Avenue northbound to Layton Avenue eastbound to I-794 WEST (NB) as an alternate route.
From General Mitchell International Airport to I-94 EAST (SB) (to Racine/Kenosha/Chicago):
- From Airport, traffic heading to Racine/Kenosha/Chicago will need to exit to Howell Avenue and turn left (south) on Howell Ave to College Avenue. Turn right (west) on College Ave to access I-94 EAST (SB).
General Mitchell International Airport to I-43/894 WB (to Madison/Beloit):
- Traffic from the Airport heading to I-43/894 WB (to Madison/Beloit) will need to exit to Howell Avenue and turn right (north) on Howell Ave to Layton Avenue. Turn left (west) on Layton Ave to 27th St. Turn right (north) on 27th St to access I-43/894 WB.

7-Mile Road Construction Project (Racine)
As part of I-94 N-S Freeway Reconstruction Project WisDOT will be reconstructing portions of 7-Mile Road at I-94, the East Frontage Road and West Frontage Road between the Milwaukee/Racine County Line and County G in multiple stages until late 2012.
Beginning Monday, March 26, 2012 the East Frontage between Hwy G and Racine/Milwaukee County Line will be closed to traffic to accommodate construction of the East Frontage Road at 7-Mile Road. However, the exit and entrance ramps to/from 7-Mile Road at I-94 will remain open along with the section of East Frontage Road connecting them. The East Frontage Road closure will remain in effect until late summer 2012.
Also, beginning early April, 2012 7-Mile Road itself will be closed to traffic in sections to the west and east of I-94. Traffic exiting I-94 at 7-Mile Road will have access to the 7-Mile Road fair and the gas stations at the interchange, but would not be able to travel through east or west on 7-Mile Road. These closures will be in effect until late 2012.

Drexel Ave Reconstruction
The City of Oak Creek will be reconstructing W. Drexel Avenue from S. 27th Street to the I-94 overpass for which construction began on Monday, February 13, 2012. The construction will continue through November, 2012. The project will be constructed adjacent to and concurrently with the Wisconsin Department of Transportation's (DOT) construction of the Drexel interchange as part of the I-94 N-S Freeway Reconstruction Project. WisDOT's work will begin later this Spring.
The City of Oak Creek project is a complete reconstruction of the two-lane asphalt roadway to a concrete four-lane divided boulevard with additional turn lanes at intersection with 27th Street. The project limits will be closed to through traffic, but properties along W. Drexel Avenue and S. 20th Street will have access maintained throughout the duration of the project.
The first phase of the project will begin on February 13th and continue into May. During this phase of the work, Drexel Avenue will be closed to all traffic from 27th St to just west of 20th Street. Traffic access for the properties on 20th Street, as well as those east of 20th Street, will only be available from the east side of the construction zone (from the 20th St side). No access will be available from the 27th Street side.
In phase two, WisDOT will begin its work on the I-94 interchange in May. Drexel Rd will be closed from 13th St to 27th St. All properties on 20th Street and along Drexel Avenue, west of I-94, will access their properties from the west side of the construction zone (from the 27th Street side) through the remainder of the project. No access will be available from the 20th Street side.
Thank you for your patience during the project's roadway closures.
College Avenue Access Restrictions to/from I-43/94 (Downtown Milwaukee)
As part of I-94 N-S Freeway Reconstruction Project, WisDOT implemented a series of traffic shifts in the Mitchell Interchange area in Milwaukee on October 1, 2011. These traffic shifts resulted in access restrictions from College Avenue to Downtown Milwaukee via I-43/94 starting October 2, 2011.
From Downtown Milwaukee to College Avenue:
- The exit ramp from I-94 EAST (SB) to the SB C-D roadway will allow traffic from I-43/94 SB and Downtown Milwaukee to exit at College Avenue.
- This exit to College Avenue also acts as a secondary detour route to the General Mitchell International Airport from I-43/94 SB and Downtown Milwaukee.
From College Avenue to Downtown Milwaukee:
- Traffic from College Avenue will not be able to access I-43/94 NB toward Downtown Milwaukee. From College Avenue, traffic will need to utilize Howell Avenue and travel north on the detour route to Howard Avenue to access I-43/94 NB.
- Traffic heading to Downtown Milwaukee can also use Howell Avenue Northbound to Layton Avenue Eastbound to I-794 Northbound as an alternate route.
- This access restriction is a long-term restriction and will be in effect until late summer 2012.
College Avenue to/from I-43/894 (to/from Madison/Beloit):
- Traffic from I-43/894 EB (from Madison/Beloit) will be able to exit at College Avenue via the I-94 EAST (SB) C-D Roadway.
- Traffic from the College Avenue travelling to I-43/894 (to Madison/Beloit) will be able to travel west on the Airport Spur (Highway 119) and access I-43/894 via the I-94 WEST (NB) C-D Roadway.
Click here for a graphical representation of the College Avenue restrictions to/from Downtown Milwaukee and a summary of the Detour Routes and Alternate Routes.

Project fact
Diamonds replace scissors
The eight interchanges in Racine/Kenosha that have crisscrossing scissor ramps will be replaced with safer, conventional diamond ramps that separate the frontage roads from the exit/entrance ramps.
Rising traffic volumes
I-94 in Kenosha County is the busiest highway crossing at a Wisconsin state border, with about 82,000 vehicles per day. Traffic volumes on I-94 have grown between 17% and 31% since 1994.
Whats a double-U ramp?
The 27th St. interchange at I-894 will be reconstructed with U-ramps. This will improve traffic flow, allowing drivers to avoid traffic lights and enter the freeway via right-hand turns from 27th St.
How many interchanges?
There are 18 service interchanges within the I-94 N-S Freeway Project limits. Seventeen of those interchanges are being rebuilt.
How many miles?
There are 35 miles within the I-94 N-S Freeway Project limits.
Whats the volume?
The highest total traffic volume along the corridor is at Grange Ave. with 161,400 vehicles per day. The lowest total traffic volumes are at the Racine/Kenosha County line with 76,000 vehicles per day.
