- For the past three months, the City of El Paso has been working closely with Dr. Edward Feser - a consultant hired to evaluate regional economic development programs, assess local economic conditions and analyze market opportunities. During that time, he has met with more than two dozen area stakeholders to obtain a broad sense of the regional Economic Development structure and climate.
On Monday, December 19, 2011, Dr. Feser, presented his final recommendations to the City Council, with leadership from our community stakeholders and the private sector. The City Council unanimously approved a motion to establish a regional economic development organization and strategy. This strategy includes creating a City Development Department and merging the Economic Development division, Planning division and Development Services division under one department.
The City of El Paso has already begun implementing some of the recommendations in Dr. Feser's report, including a comprehensive review of the City and County's incentives policies, review of several City codes for revisions and modification of the City's One-Stop-Shop (Building Permits and Inspection, Planning and cashiering functions) physical space to allow for a friendly and more expedient development process.
While these recommendations cannot be made immediately or overnight, the City is committed to implementing them with the best intention of improving the business environment.
Because of the venue, the City of El Paso was unable to make Feser's presentation available to the general public. However, a copy of Feser's detailed report and PowerPoint presentation are available. They are attached to this message. Additionally, there are plans to put together a video presentation report summarizing Monday's meeting. This recording will air at a date to be announced on Channel 15 TV.
