The aims of the Confederation

Today, more than ever, an increasing number of people still live in unacceptable circumstances, often in violent conflict areas, deprived of the most elementary provisions such as food, water, healthcare and security.

As European citizens, living in this privileged part of the world, we have an obligation to help the people and civil organisations of developing countries to improve living conditions by providing them with financial and political support. Their voices must be heard by Western governments.

By uniting, European development NGOs commit themselves to keep development co-operation high on the political agenda of advanced countries and the European Institutions in particular. European NGOs will continue to make institutions aware of how their economic and political choices impact on the most deprived countries.

The added value of CONCORD

CONCORD's unique structure allows it to play two major roles:

• The presenting of joint positions representative of its Members organisation to reinforce ability to advocate at European level.

• The co-ordination of NGO activities through combining expertise, competencies and capacities in order to promote information sharing and to encourage reflection.

Furthermore, CONCORD plan of action is as follows:

• To intensify Working Group activities in order to influence political debate and policy formulation on development and humanitarian issues.

• To improve representation mechanisms and transparency in order to guarantee CONCORD legitimacy as the representative of NGOs.

• To establish a continuous and quality dialogue with the European Institutions to firmly promote European development NGOs as strategic partners to the European Institutions.

• To promote the quality of the work of development NGOs, particularly regarding relations with Civil Society in the South.

• To contribute to capacity building at NGO level.

Engagement Strategy with EU Institutions

This strategy is meant to complete the strategic approach 2 of CONCORD 2009-2015 Action Plan by:

  • taking into account the new institutional setting following the creation of the EEAS;
  • identifying gaps and challenges;
  • pinning down our vision for our political engagement for 2015;
  • providing tools to achieve the expected 2015 framework outcomes.

This strategy aims at defining a vision and objectives for CONCORD political engagement with European institutions, including the member states, and making this engagement more strategic and coordinated. It should help CONCORD to become the main interlocutor from civil society on development issues for EU institutions. It should also help clarify how the ‘political game’ is evolving (dynamics) between the institutions.
