Cedar Grove Everett

Current Actions & Activities

Cedar Grove submitted an application for a dry fermentation anaerobic digester operation to produce digester gas which would be used to fuel engine generators and produce electricity.  There are various permitting and environmental review actions under way regarding this proposed project. The information on this page is provided to identify air quality related review activity.

February 29, 2012 -- On February 29, 2012, the City of Everett issued a proposed mitigated determination of non-significance (MDNS) for Cedar Grove's digester project proposal. The details of that proposed MDNS, documents associated with the proposed MDNS, as well as the details regarding the comment period, are located on the City of Everett’s website (see right side of website page for document links).

Copies of documents on City of Everett's website:

  • Comment Period Announcement – Proposed MDNS
  • Proposed MDNS
  • Proposed MDNS Exhibit A

The proposed MDNS issued for public comment has been developed under the State Environmental Policy Act (SEPA). It was processed through a Co-Lead Agreement between the City of Everett and the Puget Sound Clean Air Agency.  A copy of the Co-Lead Agreement is provided for reference.

The documents submitted by Cedar Grove Composting to the City of Everett in relation to the SEPA review are available on the City of Everett’s website.  A link to that website page with those documents is also provided for your reference. On that website, information that was submitted with the odor modeling analysis included detailed computer input and output files. It was not posted on the website but was available upon request to the City of Everett. That supplemental information may also be obtained from this Agency by calling 206-689-4011 or sending an email request to recordsrequest@pscleanair.com.

Additional documents and references were considered and included in this review, beyond the documents submitted by Cedar Grove. These are identified below and have links to copies of those documents, where appropriate:
