Coalition response...Alex Breitler does an good job explaining why calls for a cost/benefit analysis on new Delta conveyance are both premature and extraordinarily difficult. You can't put a cost on a project until you know what it will look like. No one yet knows what a new canal or tunnel project will include and we can't possibly know the cost until we do. In addition, there are elements of the overall project, such as ecosystem benefits that people are reluctant to quantify monetarily. It's a lot like making a decision to buy a new pick-up. You have to tell the dealer how you want it equipped before you can be quoted a price. That's the same dilemma confronting the state's water leaders. They're still considering options.
